CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION

DETERMINATION

The essential characteristics of the passive alcohol vapor system and vapor generators that limit the competition to a sole source are ability to tightly control vapor delivery in quantity and time, compatibility with the systems that NIDA already has in the laboratory.

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is a custom-made air-tight system equipped with levers and cue lights that are controlled by MedPC. Only La Jolla Alcohol Research products can meet this requirement.

In accordance with FAR part 10, the following market research was conducted to reach this determination. Specifically, contacts with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, and review of recent (within the past 18-months) market research undertaken to meet similar or identical requirements revealed no other sources. Finally, a review of the GSA Advantage, and previous government acquisitions returned no results that meet the requirement.
