NOTICE OF INTENT TO AWARD A SOLE SOURCE

25 October 2022

Project Title: Pulsed Ytterbium Fiber Laser Notice ID No: N0017323Q0523

This Notice of Intent is not a request for competitive quotes/proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The U.S. Naval Research Laboratory (NRL) intends to award a sole source purchase order to Lumibird, Inc. to furnish the following:

• PYFL-MIRVISION LASER – Pulsed Ytterbium Fiber Laser with the following characteristics:

o Pulse duration > 500 ps and < 1.5 ns (required) o Repetition rate > 350 kHz and < 100 MHz (required) o Pulse peak power > 20 kW (required) o Average power of at least 10 W (required) o Power with 0.5 nm of center wavelength > 95% (required) o Fiber coupled output (required) o Power consumption < 100 W (required) o Seed tap for monitoring (required) o Gain for last stage of amplification < 18 dB (preferred)

Note that peak power is required to be directly measured and cannot be estimated from the average power, repetition rate, and pulse duration. As documented via email on 19 October 2022, Kent Greer, North American Scientific & Industrial Business Development Manager, confirmed that Lumibird does not have any authorized resellers that would be able to supply the above.

The North American Industry Classification System Code (NAICS) for this requirement is 334419 with the size standard of 750 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 6640.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.

Interested parties may identify their interests and capability to respond to this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
