Sole Source Justification For:
Quantulus GCT LSC 6220TR Liquid Scintillation Counting (LSC) System
8/8/2018
The Radiological and Environmental Sciences Laboratory (RESL) conducts cost-effective measurement quality assurance programs that help assure that key DOES missions are completed, assuring quality and stability of laboratory measurement systems throughout DOE, and by providing expert technical assistance.
RESL currently uses the Perkin Elmer liquid scintillation counting system for its beta spectrometry measurements for the Radiobioassay Department of Energy Laboratory Accreditation Program (DOELAP), required by federal law 10 C.F.R. 835, and the Department of Energy Mixed Analyte Performance Evaluation Program (MAPEP). The current LCS instrumentation is over 20 years old and support of that instrumentation is being discontinued.
RESL desires to minimize the programmic risk of losing it’s LSC measurement capabilities and jeopardizing the credibility of RESL’s DOELAP and MAPEP programs by transitioning to a new LSC system.
The Perkin Elmer Quantulus GCT is the only option for several reasons: 1) Patented Programmable TR-LSC, 2. Bismuth Germanium Oxide (BGO) 3) Patent pending Guard Compensation Technology (GCT) (4) provides full standardization with RESL’s current LSC 2500 system, and (5) meets RESL’s technical requirements. RESL has determined that there is only one responsible source, Perkin Elmer, and no other suppliers or services will satisfy the agency requirements. Additional information on the BGO & Guard Compensation Technology is attached.
