About this file
This is a Notice of Intent to Sole Source from the National Institute of Standards and Technology (NIST) conducting market research on a wire bonder procurement. NIST's Physical Measurement Laboratory requires a TPT HB05 Wire Bonder model for wire bonding electrical connections in quantum devices used in physics, metrology, quantum information science, and electrical standards dissemination. The wire bonder must provide precise control over bonding force, ultrasonic power, bond time, temperature, and stage motion to support fine wire with stable, repeatable operation on delicate nanoscale structures, low-dimensional van der Waals devices, and quantum devices with fine bond pads and fragile substrates. The equipment must be compatible and interchangeable with NIST's existing TPT HB05 wire bonder, offering identical bonding characteristics, user experience, control, and work area. Cook and Weil Inc. (UEI# GJMEHZQFN2D9) is currently identified as the potential sole source vendor, though NIST reserves the right to pursue competitive procurement if alternative capable sources are identified.
Responses are due by August 4, 2026, and must be submitted via email in Microsoft Word, Adobe PDF, or Microsoft Excel format. NIST is requesting company information including corporate details, size status relative to NAICS code 333242, and SAM.gov registration status. Respondents must provide product specifications, original equipment manufacturer details, country of manufacture, commercial pricing information, standard commercial terms and conditions with warranty information, and confirmation of GSA schedule or other federal contract vehicles if available. Respondents should also offer feedback on draft requirements regarding clarity, competitiveness, domestic involvement, and opportunities to support domestic manufacturing. NIST reserves the right to publish a solicitation following market research review and may use submitted information to establish final requirements. No contract is obligated, and responses to this notice will not constitute adequate responses to any subsequent solicitation. The Product Service Code is 6640.

Notice of Intent to Award a Sole Source Contract for a Wire Bonder
Notice ID: NIST-SS26-161
Contract Opportunity Type: Notice of Intent to Sole Source Name Brand Only model TPT HB05 Wire Bonder
Response Date: August 4,2026
Product Service Code (PSC): 6640
NAICS Code: 333242
BACKGROUND
The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and (b) would be interested in competing for that requirement:
The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) requires a Wire Bonder for wire bonding electrical connections in quantum devices. The wire bonder provides precise control over bonding force, ultrasonic power, bond time, temperature, and stage motion to make reliable interconnects with delicate nanoscale structures. The Wire Bonder is used to package low-dimensional van der Waals devices and other quantum devices for mission-critical experiments in physics and metrology, quantum information science, and electrical standards dissemination. For research devices with fine bond pads, fragile substrates, and limited contact areas, we require the wire bonder to support fine wire with stable, repeatable operation and accurate control of bonding parameters, such as force and ultrasonic power. The Wire Bonder shall be a model TPT HB05, compatible and interchangeable with the existing NIST TPT HB05 wire bonder in PML, providing the same exact bonding characteristics and capability, the same user experience and control, and the same work area required for our device-packaging requirements.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Cook and Weil Inc. UEI# GJMEHZQFN2D9 then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Cook and Weil Inc. in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Cook and Weil Inc. for this requirement.
