About this file
This is a Notice of Intent to Sole Source, a pre-solicitation synopsis indicating the National Institutes of Health (NIH) intends to award a non-competitive contract to Carl Zeiss Microscopy, LLC for maintenance services of a Zeiss LSM980 confocal microscope with Airyscan2 technology. The procurement falls under NAICS code 811210 and will be conducted using Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, with an estimated value not exceeding $350,000. The contracting office is located at NIH's Office of the Director, Office of Logistics and Operations, Hospital and Laboratory Support Division in Bethesda, Maryland.
The maintenance agreement supports the Laboratory of Sensory Physiology and Biophysics' research on sensory hair cell physiology, specifically focusing on mechano-electrical transduction processes through high-speed, high-resolution confocal microscopy imaging. All interested parties may submit capability statements and proposals by February 26, 2026 at 9:00 AM Eastern time, referencing solicitation number 75N94026Q00049. Responses must include technical and cost-price proposals, period of performance, Unique Entity ID (UEI), Taxpayer Identification Number (TIN), business size certification, and evidence of active System for Award Management (SAM) registration. Electronic submissions should be directed to John Burton, Contracting Officer, at John.Burton@nih.gov.

Description
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
Carl Zeiss Microscopy, LLC One North Broadway White Plains 10601-2310
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 811210 with a Size Standard $34M.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
GENERAL INFORMATION
1. Title: Maintenance Agreement for Zeiss LSM980
2. Background Information: One of the major goals of the Laboratory of Sensory Physiology and Biophysics is to understand sensory hair cells physiology in health and disease. We are currently focusing on understanding the homeostatic cellular mechanisms that allow and regulate mechano-electrical transduction, the process of converting mechanical stimuli from sound, head movements or gravity, into electrical signals that are translated by the brain as sound and balance. However, a molecular level and structural understanding of dynamic processes underlying mechanosensory function is lacking. To understand the complex process of mechano-electrical transduction and the molecules involved in this process, it is critical to use high-speed, high-resolution confocal microscopy. This project includes service for the existing Zeiss LSM980 confocal microscope with Airyscan2 for imaging of sensory hair cell function, development, and damage.
CLOSING STATEMENT
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
All responses must be received by February 26, 2026 at 9:00 AM Eastern time and must reference solicitation number 75N94026Q00049. Responses may be submitted electronically to Mr. John Burton, Contracting Officer at John Burton@nih.gov. Fax responses will not be accepted.
