About this file
This document is a Notice of Intent to Sole Source for the Wharton Data Research Service issued by the Office of the Comptroller of the Currency (OCC). The notice seeks to procure access to twelve industry standard financial databases through the Trustees of the University of Pennsylvania, with a primary period of performance from October 1, 2025, to September 30, 2026, and options for up to four additional one-year periods plus a six-month extension.
The specific financial datasets include Bank Regulatory Databases, Blockholders Database, CBOE data, SEC Disclosure statistics, Fama-French portfolios, Federal Reserve foreign exchange and interest rates, Penn World Tables, and Philadelphia Stock Exchange currency options. The sole source justification is that WRDS is the only known source that can provide standardized retrieval of proprietary datasets like CRSP, Markit, Factset, Compustat, and FISD in a common format, which eliminates programming time and data merging costs for OCC research. Though the agency is not actively seeking competitive quotes, responsible sources may submit information, with the OCC retaining discretion to proceed with the sole source procurement.

16. Description:
Wharton Data Research Service - permits retrieval of data from industry standard financial datasets in a common standardized format. The twelve databases are: Bank Regulatory Data Bases (5), Blockholders Database, CBOE (Chicago Board Options Exchange), SEC Disclosure of Order Execution Statistics, Fama-French portfolios and factors, Federal Reserve Board Foreign Exchange Rates & Interest Rates, and State Composite, Penn World Tables Database, and Philadelphia Stock Exchange Currency Options and Implied Volatility. Accessing these financial datasets in a standardized format through WRDS relieves the OCC of the undue burden of the programming time and related costs of merging data from various datasets to conduct analysis and research critical to the OCC’s mission. In addition to the above datasets, WRDS is the only known source that permits retrieval of data from proprietary datasets which the OCC subscribes: Center for Research in Securities Prices (CRSP), Markit, Factset, Compustat, FISD, etc. in a common standardized format.
