SAM.GOV ANNOUNCEMENT
SUBJECT: Intent to Sole Source for Subject Matter Expert Services for NAIS Application
The National Institute of Standards and Technology (NIST) hosts more than 4,000 NIST Associates (NAs) each year, including foreign and domestic guest researchers, research associates, contractors, facility users, and other non-NIST employees. The NIST Associate Information System (NAIS) is an internally developed system that automates the preparation, review, and approval of all NIST Associates agreements, extensions, and security forms required to bring associates to NIST.
NAIS supports the process of bringing NAs to the NIST campus or allowing them access to NIST resources. NAIS is an HTML5/JavaScript application front-end within a web browser with a Java/Oracle database backend. The NAIS application is very complex in functionality and currently does not have adequate documentation, including requirements documents and comprehensive test plans, and has a limited amount of test resources.
Government is seeking a contractor who can provide experienced Subject Matter Expert(s) services to perform the following tasks:
· Reverse engineer the existing software to document each set of functionality, logic, and user interface.
· Create a detailed requirements document that documents all functionality within the software system.
· Provide screenshots, logic flowcharts, and examples where necessary, to illustrate the requirements.
· Document a functional manual test plan including test scenarios to be used for release testing by any user.
· Assist in executing functional test cases during each release.
The period of performance is Base Year plus three (3) Option Years as follows:
Base Year: 12/1/2024 – 11/30/2025 Option Year 1: 12/1/2025 – 11/30/2026 Option Year 2: 12/1/2026 – 11/30/2027 Option Year 3: 12/1/2027 – 11/30/2028
Government intends to sole-source this procurement with Sharpnet Corp., a woman-owned small business (WOSB) and a Small Disadvantaged Business (SDB) located at North Potomac, Maryland. The tasks under this procurement are supplemental to the work already being done by Sharpnet Corp. under another agency contract 1333ND23PNB400266. Sharpnet is currently providing operations for the NAIS help-desk, providing training to NAIS users, and developing testing scenarios.
Government wishes to maintain the continuity of work under one project therefore requires a contractor that deeply understand the nuances and intricacies of the existing software. This familiarity significantly reduces the risk of misinterpretation or errors during the reverse engineering and documentation processes, ensuring a more accurate and efficient outcome.
NAICS Code is 541511 Custom Computer Programming Services with small business size standard of $34M.
