Notice of Intent to Sole Source

The Department of Housing and Urban Development (HUD) intends to award a sole source Firm Fixed priced contract to Pinnacle Actuarial Resources, Inc. located at 3109 Cornelius Drive, Bloomington, IL 617046448 for Actuarial Review Services under the authority of FAR Part 6.302-2 Urgent and Compelling. The associated North American Industrial Classification System (NAICS) code applicable to this project is NAICS code is 524298. The Size Standard is $16.5 Million.

The Secretary of HUD has a statutory obligation to obtain an independent annual Actuarial Study (“Study” or “Studies”) of the FHA Mutual Mortgage Insurance Fund (“MMI” or “Fund”), and to report to Congress annually on the financial status of the Fund. The purpose of this procurement is to choose a Contractor to provide the Studies for fiscal year 2020. The primary focus of the Studies is on the economic net worth of the active insured portfolios as of the end of each fiscal year, as defined by 12 USC 1711 (f)(4)(c): “the current cash available to the Fund, plus the net present value of all future cash inflows and outflows expected to result from the outstanding mortgages in the Fund”. The Contract shall produce a written Actuarial Study both for Forward and HECM that provides actuarial central estimates of MMI economic net worth as of the end of the subject fiscal year and assesses HUDs estimates of economic net worth.

The period of performance is for a 12-month period. This notice is not a request for competitive quotations.

However, any firm that believes it can meet these requirements may submit a written response via email to Kim Toppin at the email address. Supporting evidence shall be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. Vendors must be actively registered in the System for Award Management (SAM) at www.sam.gov, in order to be eligible to receive a contract under this acquisition.
