Pursuant to the authority of 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, (there is only one responsible source and no other supplies or services will satisfy agency requirements), the Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to VFA Corporation Inc., located at:

99 Bedford Street, Boston, MA, 02111-2217, USA.

ATTN: Craig S. Ott Craig

Sr. Account Executive

VFA, Inc an Accruent Company

Email: cott@Accruent.com, Tel: 617-304-7013 The purpose of this procurement is to provide renewal licenses for two authorized users of VFA facility, by maintaining Current User Name and Password for Jay Jefferies and provide new user name and Password for Maxwell Good. Both users shall have same privileges, currently authorized to Jay Jefferies. Provide all support, maintenance and updates to software, including annual updates of all RS Means Cost Data.

VFA Corporation Inc., under contract No. HHSF223201510318G is currently and has been providing the requested services for the past five years. FDA intends to sole source this requirement as a follow-on contract to VFA Corporation Inc.

VFA Corporation Inc., is the only responsible source because they are the only manufacturer of the “Software”, for which the User License Renewal is being requested.

This Facility User License Renewal is only provided by the manufacturer of the software (VFA Corporation Inc.,), and the manufacturer does not authorize third party service providers.

User license authorizes specific users to access VFA facility database generated by onsite facility condition assessments FCA) of FDA owned assets. FCA’s were performed by a team of VFA architects and engineers. The assessment data consist of written descriptions of an asset’s deficiencies, recommended corrective action of the deficiencies, cost estimate of the deficiencies, and many more analytical and cost generating tools. Data from VFA facility is used to monitor and generate agency, department, and center budgets and to monitor and track FDA’s backlog maintenance and repairs (BMAR). VFA is the one responsible source and no other supplies or services can satisfy agency requirements. In 2005 the executive branch of the government mandated through executive order that agencies perform facility condition assessments of their owned assets. Government wanted to know with some accuracy the number, value and condition of its owned assets. VFA was selected and awarded a contract to perform FDA’s first facility condition assessments. This contract is an annual renewal license to continue to be able to subsequent assessments by VFA were performed in 2009 and 2011. There has not been funding to perform additional assessments, and therefore FDA is using existing VFA assessment data to meet the monitoring and evaluation of the condition of FDA’s existing assets, until funds are allocated for future FCA’s.
