Notice of Intent to Sole Source Summary
This is a Notice of Intent to Sole Source from the U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), dated August 19, 2026. EOUSA intends to award a Firm-Fixed Price Blanket Purchase Agreement (BPA) to Verato, Inc. (1751 Pinnacle Drive, Suite 17000, McLean, VA 22102) for credit reporting services supporting debt collection efforts across all U.S. Attorneys Offices nationwide. The services fall under Product Service Code R611 (Support – Administrative: Credit Reporting) and NAICS Code 561450 (Credit Bureaus).
The contractor must provide Single Source, Dual Source, and Tri-merge comprehensive credit reporting agency (CRA) reports from Equifax, Experian, and TransUnion. Services include all labor, materials, and information concerning debtors' loans, charge accounts, credit cards, and public records such as bankruptcies, tax liens, mechanic's liens, and judgments. The contractor must deliver merged comprehensive reports in a web-based format accessible from individual desktops without value-added "score and decode" products. Additionally, the contractor must provide a Technical Point of Contact, training, and user technical support via toll-free telephone or email (Monday through Friday) for approximately 600 individual users nationwide, with provisions for users outside the continental U.S. The electronic portal must differentiate between Financial Litigation Program (FLP) and Asset Forfeiture (AF) users. The period of performance includes one 12-month base ordering period and four optional 12-month ordering periods.
The sole source justification cites Verato's established systems, direct connectivity with credit reporting agencies, and specialized capability to report and update delinquent information as necessary to meet government debt collection requirements. Interested parties may submit a capability statement by Monday, August 24, 2026, at 3:00 p.m. via email to Maynard.Minor@usdoj.gov. Submissions must not exceed three pages and must include the vendor's capability statement, DUNS number/Unique Entity ID, and point of contact information.
