About this file

This is a Notice of Intent to Award a Sole-Source Purchase Order from the Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division. The government intends to award a sole-source purchase order to HIS Company, Inc. (DBA: Hisco), located at 55 Veronica Ave, Somerset, NJ 08873-3448, for 600 kilograms of custom color molding compound. The specific requirement is for Technomelt 6208 hotmelt, thermoplastic, polyamide molding compound (Henkel Corp., PN: 114369-CUSTOME-30769) with custom color and UV package. The compound must meet precise technical specifications including application temperature range of 180-230 Celsius, melting viscosity of 2,400 to 4,000 mPas at 210 Celsius, yield strength of 3.3 N/mm2, and 450% elongation per ISO 527 standards. The material has been tested to MIL-STD-810 requirements and approved by the Program Office for use in Nett Warrior and Integrated Visual Augmentation System cable applications. As a hazardous material item, the longest possible shelf life and current Safety Data Sheet are required upon shipment.

The government justifies sole-source procurement based on the proprietary nature of the custom color modification and the compound's unique approval status, noting that alternative materials have failed to meet military standards and that sourcing from different suppliers would require costly and time-consuming re-testing and re-evaluation. The procurement is being conducted under FAR Part 12 (Commercial Items) and FAR 13.106-1(b)(1) guidelines. Interested parties may submit statements of capabilities, price lists, and supporting documentation via email to Alicia Piercy (alicia.a.piercy.civ@army.mil) by 6:00 PM EST on April 1, 2026. The government reserves the right to determine whether to conduct a competitive procurement based on responses received.

NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER

Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to HIS Company, Inc. (Hisco), 55 Veronica Ave, Somerset, NJ 08873-3448.

This requirement is for the purchase of a quantity of 600 KG (1 EA = 1 KG) of Molding Compound, 5BAM3, (Henkel Corp.) hotmelt, thermoplastic, polyamide, custom color with UV package. Application using hotmelt system operating between 180-230 Celsius, melting viscosity at 210 Celsius in range of 2,400 to 4,000 mPas, yield strength 3.3 N/mm2, elongation equals 450% using ISO 527,Technomelt 6208, PN: 114369-CUSTOME-30769.

Please Note: HAZMAT item requires longest possible shelf life and most current SDS when shipping.

This is a custom color requirement using a specific base compound. The compound has been tested in accordance with MIL-STD-810, and has been approved by the Program Office. Other material compounds have failed to meet the Military Standard requirements. The color must match all other cables that are being procured for future fieldings of Nett Warrior and the Integrated Visual Augmentation System. Due to the proprietary data from the supplier who does modification to this molding compound, the procurement of this product from different sources would require re-testing and re-evaluation which would cause a significant cost and delay in current production.

The Government intends to acquire this requirement under the guidelines of FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly under the authority of FAR 13.106-1(b)(1). This is not a solicitation for competitive quotes. However, if any interested party that can provide this supply, without compromising manufacturing delivery, warranty, or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to Alicia Piercy at alicia.a.piercy.civ@army.mil by 6:00 PM EST by 1 April 2026.
