Notice Type: NOTICE OF INTENT TO SOLE SOURCE

Added: October 21, 2021

Deadline for Comments or questions or submission of capability statements: November 8, 2021.

Purpose:

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart

5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract. This is not a request for competitive quotes/proposals.

Authority:

The statutory authority for this sole source procurement is prescribed by FAR 13.501(a) and AIDAR

706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. This authority may be used for “[A]wards for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays pursuant to AIDAR 706.302-70(b)(5)."

The United States Agency for International Development (USAID) in the Republic of Peru intends to make a sole source award (Increase in Total Estimated Cost) to Chemonics International Inc. (holder of contract No. 72052720C00002 – Transparency Public Investment Program in Peru (TPI) for the purpose of providing highly specialized services to Key Government of Peru (GOP) entities, private-sector associations, and civil society stakeholders.

However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Background:

Chemonics was awarded contract No. AID-72052720C00002 on January 6, 2020, for a period of 5 years ending in 2025 assist the Government of Peru in fighting corruption and instituting a transparent and accountable public investment and procurement systems, with the places of performance being in Lima, Piura, Lambayeque, Loreto, and Cusco. To achieve this objective, the contractor has established strong relationships with key government, private sector, and civil society entities both at the national level and in five selected regions to create networks of integrity. These networks of integrity work together to confront the fight against corruption. To this end, TPI has developed a set of highly specialized tools and methodologies to apply integrity standards in the investment and public contracting processes. TPI works with integrity networks in each region to solidify a culture of integrity in the use of public funds. This approach and methodology are groundbreaking in the field of anti-corruption development assistance, requiring constant adaptive management, relationship building, and intellectual creativity. The current Total Estimated Cost (TEC) of the contract is $11,892,259. USAID/Peru intends to increase the TEC by $4,000,000. The period of performance will remain unchanged.

Objective:

The current contractual action intends to widen the Contractor’s reach, deepen the application of the developed strategies and tools in current target regions, expand the geographic focus to new regions and sectors during the scaling-up phase to disseminate the application of best practices in different public entities at both national and subnational levels to guarantee their sustainability and greater impact.
