This contract will be awarded to FUJIFILM Cellular Dynamics, Inc, 525 Science Dr. Madison, WI 53711], for award on or around September 20, 2020. The purpose of this acquisition is to procure twenty-five (25) iCell® Cardiomyocytes2 kits for cardiac toxicity evaluation in NCATS TDB bio program.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 541714 with a Size Standard of 1,000 employees.

REGULATORY AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures. Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part

6—Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization).

DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES:

The purpose of this acquisition is to procure twenty-five (25) iCell® Cardiomyocytes2 kits for cardiac toxicity evaluation in NCATS TDB bio program. The iCell cardiomyocyte is the commonly used widely accepted human iPS-derived cardiac model and is used to evaluate the cardiac toxicity of a set of compounds in combination with the impedance technology. This project will assess the compound effects on cardio cells from both electrophysiological and contractile aspects.

PROJECT REQUIREMENTS:

The Contractor shall provide twenty-five (25) iCell® Cardiomyocytes2 kits for cardiac toxicity evaluation. Requirements include:

•Each kit must contain: Cryopreserved iCell Cardiomyocytes2, 01434 30 ml Plating Medium 2 x 100 ml Maintenance Medium, User's Guide
•High-Purity Cardiac Population
•Have Appropriate Sarcomeric Organization, Calcium Handling and Intact Excitation-Contraction Coupling.
•Can detect known and novel biomarkers and identify new targets for drug discovery and therapeutics research
•Optimized for faster recovery upon reanimation from cryopreservation.
•Rapid recovery: Rebound quickly from cryopreservation to generate a mixture of spontaneously electrically active atrial-, nodal-, and ventricular-like myocytes
•Electrophysiological response: Possess typical electrophysiological characteristics and exhibit expected electrophysiological and biochemical responses upon exposure to exogenous agents
•Accelerated workflow: Provide a reliable and more rapidly implementable source of human cardiomyocytes for use in targeted drug discovery, toxicity testing, and other life science research applications.
•Multitude of Applications include multielectrode array (MEA) recordings and Impedance-based measurements.

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, FUJIFILM Cellular Dynamics, Inc. is the only vendor in the marketplace that can provide the supplies required by NCATS.

In accordance with FAR part 10, extensive market research was conducted to reach this determination.
