Notice of Intent

The Defense Health Agency (DHA) intends to negotiate on a sole source basis in accordance with FAR part 13.106-1(b)(1). The proposed source is Allied Universal Technology Services, 8936 Western Way, Bldg. 6, Suite 11, Jacksonville, FL 32256. This acquisition is for NAS JAX Hospital-Facilities Management-Perimeter AMAG Access Control System. Services include furnishing all labor, materials, transportation for the installation of fifteen (15) AMAG access controls to the hospital’s perimeter.

It is the contractor’s responsibility to be familiar with the applicable FAR and DFARS clauses and provisions. The FAR and DFARS clauses may be accessed in full text at the below-referenced addresses:

This is a new Fixed Price non-personal services contract for the installation of fifteen (15) AMAG access controls to the hospital’s perimeter as part of the NAS Jax security system.

NAS JAX Hospital security team requires installation of access control on fifteen (15) perimeter doors entering the hospital. The doors requiring access control are not primary patient entry doors but are used by the hospital staff. These doors are currently unlocked manually by key as part of the beginning of day security process and re-secured each evening after duty hours by the same. Installation is expected to take 60-120 days depending on lead time of materials.

Contractor shall be OEM authorized dealer, authorized distributor, or authorized reseller for the proposed software/hardware and equipment such that OEM warranty and services are provided and maintained by the OEM. All software licensing, warranty, and services associated with the software/hardware and equipment shall be in accordance with OEM terms and conditions.

Installation services include:

1. One (1) AMAG CAB3A lockable enclosure within room 1130A including (1) controller power supply,

(1) ENDBU-20K-MK2-HSE intelligent controller, (1) M2150-4DC-F-HSE dual reader controller, (1) MN-NIC-5-ENC network controller, (1) WIM4 reader module, (1) AL600ULACM lock power supply, and (4) 12VDC 7AH back up batteries.

2. One (1) HID 921 Series, PIV Class, dual factor keypad card reader in each of the following locations including (1) DS-150i in ceiling REX device, mag locks with integrated door contacts in the quantities noted below, and all required cabling back to the new AMAG controller in room 1130A: Loading Dock Entry Doors- Double Doors (2) Mag Locks and Galley Entry Doors- Double Doors (2) Mag Locks.

3. One (1) AMAG CAB3A lockable enclosure within room 1446 including (1) controller power supply,

(1) ENDBU-20K-MK2-HSE intelligent controller, (1) M2150-4DC-F-HSE dual reader controller, (1) MN-NIC-5-ENC network controller, (1) WIM4 reader module, (1) AL600ULACM lock power supply, and (4) 12VDC 7AH back up batteries.

4. One (1) HID 921 Series, PIV Class, dual factor keypad card reader in each of the following locations including (1) DS-150i in ceiling REX device, mag locks with integrated door contacts in the quantities noted below, and all required cabling back to the new AMAG controller in room 1446: Command Suite http://acquisition.gov/browsefar https://www.acq.osd.mil/dpap/dars/dfarspgi/current/ to Flag Pole Door- Single Door (1) Mag Lock, Command Stairwell Entry Door- Single Door (1) Mag Lock, and Pharmacy Exterior Hallway Entry Doors- Double Doors (2) Mag Locks.

5. Two (2) AMAG CAB3A lockable enclosures within room 1503A including (2) controller power supplies, (1) ENDBU-20K-MK2-HSE intelligent controller, (3) M2150-4DC-F-HSE dual reader controllers, (1) MN-NIC-5-ENC network controller, (3) WIM4 reader modules, (1) AC8/4 input module,

(3) AL600ULACM lock power supply, and (10) 12VDC 7AH back up batteries.

6. One (1) HID 921 Series, PIV Class, dual factor keypad card reader in each of the following locations including (1) DS-150i in ceiling REX device, mag locks with integrated door contacts in the quantities noted below, and all required cabling back to the new AMAG controller in room 1503A: Lab Common Area Entry Door- Single Door (1) Mag Lock, MRI Exterior Entry Door- Single Door (1) Mag Lock, Allergy Admin Entry Door- Single Door (1) Mag Lock, Allergy Admin Stairwell Entry Door- Single Door (1) Mag Lock, Neurology Admin Entry Door- Single Door (1) Mag Lock, Neurology Admin Stairwell Entry Door- Single Door (1) Mag Lock, OB/GYN Entry Door- Single Door (1) Mag Lock, OB/GYN Stairwell Entry Door- Single Door (1) Mag Lock, Medical Records Stairwell Entry Door- Single Door (1) Mag Lock, Medical Records Entry Door- Single Door (1) Mag Lock.

7. Two (2) surface mount, DPDT, armored contacts on each of the following doors including all required cabling back to the AMAG controller in room 1503A.

Instructions to Vendors

There are not set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) Codes is 561621 - Security Systems Services (except Locksmiths).

This notice of intent is not a request for competitive proposals. and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 12-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submission that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Capability statements are due by 4:00 PM EST, 24 May 2024. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to andrea.l.giuliano.civ@health.mil. No phone calls will be accepted.
