Subject: SPECIAL NOTICE 36C24922Q0467
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. Award is anticipated to occur on or about October 1st, 2022, to BloodSolutions, LLC. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of blood and blood products for the James H. Quillen Veterans Affairs Medical Center Pathology & Laboratory Medicine Service. The blood and blood products are required to maintain minimum inventory levels for blood products or to fulfill a standing request.
Additionally, the need for blood products is so acute that a patient’s life could be jeopardized if the request for blood products is unfulfilled within 90 minutes of the initial request. Lastly, all blood and blood components must be labeled, stored, and shipped in accordance with the current regulations of both the FDA and the AABB. Contractor will be responsible for the delivery of all blood and blood products to the James H. Quillen Veterans Affairs Medical Center.
NCO 9 intends to non-competitively award this requirement to BloodSolutions, LLC. since the quality of blood and blood products are most capable of ensuring that pathology and laboratory activities can continue without interruption at the facility. The blood and blood products previously obtained from BloodSolutions, LLC has provided the facility with the capacity to sufficiently support transfusion activities. As a result, any contractor other than BloodSolutions, LLC that would provide blood and blood products to the facility would unintentionally cause a delay in transfusion activities. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 621991 with the size standard of $35,000,000. The applicable Product Service Code is 6505. This notice of intent is not a request for proposals or quotes. However, all responsible Veteran-Owned Small Businesses and Service- Disabled Veteran Owned Small Businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar blood and blood products are available that will provide comparable transfusion capabilities for the facility. If said OFFER and technical capabilities/narrative is received within five calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
