Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about May 30th, 2022, to Federal Resources Supply Company. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of a portable TruNarc Handheld Narcotics Analyzers for the Tennessee Valley Healthcare System. The TruNarc Handheld Narcotics Analyzers will be used by VA police officers, detectives, and evidence custodians to identify narcotics safety and without having to physically touch the unknown substance. The investigative protocols established throughout the healthcare system require law enforcement officials to accurately identify and document the existence of narcotics in accordance with Federal narcotics laws. Lastly, the handheld narcotics analyzers can be deployed in emergency circumstances to collect information that can be provided to medical professionals to aid in the administration of medical treatment to veteran patients who may require assistance. This TruNarc Handheld Narcotics Analyzers will provide much needed detection and documentation capabilities to the Tennessee Valley Healthcare System. Contractor will be responsible for the delivery of the TruNarc Handheld Narcotics Analyzers to the Tennessee Valley Healthcare System in a timely manner.

NCO 9 intends to non-competitively award this requirement to Federal Resources Supply Company since the brand of handheld narcotics analyzers is most compatible with the investigative protocols established at each facility in the Tennessee Valley Healthcare System. The handheld narcotics analyzers previously obtained from Federal Resources Supply Company has provided the facility with the capacity to sufficiently identify and document narcotics in a thorough and consistent manner. As a result, any contractor other than Federal Resources Supply Company that would provide handheld narcotics analyzers to the healthcare system would unintentionally cause a delay in identification and documentation activities. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 334516 with the size standard of 1,000. The applicable Product Service Code is 6640. This notice of intent is not a request for proposals or quotes. However, all responsible Veteran-Owned Small Businesses and Service- Disabled Veteran Owned Small Businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar handheld narcotics analyzers are available that will provide comparable identification and documentation activities for the facility. If said OFFER and technical capabilities/narrative is received within four calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
