URL DESCRIPTION Nashville VA Medical Center

Subject: SPECIAL NOTICE 36C24922Q0269

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about April 15th, 2022, to The Janz Corporation. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of a ChemDAQ Sterilant Gas Monitoring System for the Nashville Veterans Administration Medical Center. The sterilant gas monitoring system will be utilized by trained maintenance staff in the facility to monitor the air quality throughout the facility. Each of these sterilant gas monitoring systems will target gas being monitored (hydrogen peroxide, peracetic acid) and will continuously display all time weighted averages per Occupational Safety and Health Administration limits. Additionally, the sterilant gas monitoring system can work independently (with battery backup) and also integrate with a central monitoring computer that can also show all tracking of real-time (instantaneous) gas level readings. The sterilant gas monitoring system will provide much needed air quality monitoring capabilities to the Nashville Veterans Administration Medical Center. Contractor will be responsible for the delivery of the sterilant gas monitoring system to Nashville Veterans Administration Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to The Janz Corporation Since the brand of sterilant gas monitoring system is most compatible with the current layout of the facility. The sterilant gas monitoring system previously obtained from The Janz Corporation has provided the facility with the capacity to sufficiently monitor air quality on a continuous basis. As a result, any contractor other than The Janz Corporation that would provide a ChemDAQ Sterilant Gas Monitoring System for to the facility would unintentionally cause a delay in internal environment monitoring activities. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 334510 with the size standard of 1,250. The applicable Product Service Code is 6530. This notice of intent is not a request for proposals or quotes. However, all responsible veteran owned small businesses and service-disabled veteran owned small businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar sterilant gas monitoring system is available that will provide comparable air quality monitoring capabilities for the facility. If said OFFER and technical capabilities/narrative is received within four calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
