Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about January 03, 2022, to Hesco Industries Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of four instantaneous steam water heaters, 26 GPM recovery from 40 degrees to 141 supplied with 30PSI G steam to the control valve with solid stainless steel tank. The temperatures shall be controlled with four degrees plus or minus setpoint. The heaters shall be constructed and stamped in accordance with ASME code for a working pressure of 150 PSIG on the tank side and 150 PSIG tube side. The heater shall be furnished with the following factory mounted components: steam control valve, steam strainer, steam gauge, union orifice trap, vacuum breaker, temperature control, circulating pump 1’ 1/12 hp, 120V, bronze with isolation valves, temperature gauge 30 degrees Fahrenheit 240 degrees Fahrenheit with bras well, control panel with on/off normal, high temp lights, and high-temperature safety thermostat, combination temperature, and pressure relief valve, for patients seen at the Mountian Home VA Medical Center. The steam water heaters produce the hot water in BLDG 160 that supports hot water needs for patient care, sanitation, and improving quality of life. These steam water heaters will provide a much-needed hot water system within the Mountian Home VA Medical Center that will aid in the treatment and health of veteran patients that utilize Mountian Home VA Medical Center. Additionally, the contractor will be responsible for delivering the steam water heaters to the Mountian Home VA Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to Hesco Industries Inc. since the brand of steam-water heaters must be compatible with the current steam water heaters utilized at Mountian Home VA Medical Center facilities. The steam water heaters previously obtained have provided the facility with the capacity to provide hot water in routine and emergency circumstances. As a result, any contractor other than Hesco Industries Inc. that would provide steam water heaters to the facility would unintentionally cause a delay in hot water production. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 333318, with a size standard of 1000. The applicable Product Service Code is 4520. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar steam water heater is available that will provide comparable water heating abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
