Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about August 12th, 2021 to CNMC Co., Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of a blood irradiator that provides blood irradiation services for blood samples collected by laboratory staff at the Nashville Veterans Affairs Medical Center. The blood irradiation apparatus will examine blood samples to prevent transfusion-associated graft-versus-host disease. Additionally, the therapeutic ultraviolent rays that blood samples are exposed to thoroughly sanitize the blood to eliminate bacteria and viruses that are harmful to patients who are being treated for and recovering from conditions that greatly influence patient health. Medical staff will take a patient’s blood sanitized blood sample and reinstitute the sample into the human body in an effort to assist in circulation and healing. This blood irradiator system will provide a much needed blood irradiation system within the Tennessee Valley Health System that will aid in the examination and treatment of blood samples collected from veteran patients within the facility. Contractor will be responsible for the delivery of the blood irradiation system to the Nashville Veterans Affairs Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to CNMC Co., Inc since the brand of blood irradiation system is most compatible with the current network of blood irradiation systems utilized at local VA facilities. The blood irradiation system previously obtained from CNMC Co., Inc has provided the facility with the capacity to provide sufficient irradiation services. As a result, any contractor other than CNMC Co., Inc that would provide a blood irradiation system to the facility would unintentionally cause a delay in blood sanitizing procedures. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 334517 with the size standard of 1,000. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar blood irradiation system is available that will provide comparable sanitizing capabilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
