Subject: SPECIAL NOTICE 36C24921Q0260

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about May 3rd, 2021 to The Institute for Healthcare Excellence, LLC. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of a virtual professional development training program for employees at the Nashville Veterans Affairs Medical Center. The purpose of the training is to support the RELATIONS for Healthcare Transformation Program that has been created to encourage optimal outcomes, efficiency and safety while promoting resiliency in daily work. Additionally, the program is divided into six areas that address presence, mindfulness, reflective listening, information gathering, joint agenda setting and emotional connections and appreciation. Due to COVID-19, in-person training sessions have been temporarily halted within the facility until leadership deems the return of in-person training to be appropriate. The training does not require in person or virtual facilitation and engages individuals and teams at times that are convenient to them. Contractor will be responsible for the delivery of the virtual training program to the Nashville Veterans Affairs Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to The Institute for Healthcare Excellence, LLC since the type of training is the only training that can build on previous instruction conducted at the facility. The digital scanning device previously obtained from The Institute for Healthcare Excellence, LLC has provided the facility with the capacity to provide detailed images of the oral cavity in routine and emergency circumstances. As a result, any contractor other than The Institute for Healthcare Excellence, LLC that would provide a virtual professional development training program would unintentionally hinder employee development. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 611430 with the size standard of 750. The applicable Product Service Code is 6910. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar virtual professional development training program can be provided to the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
