About this file

This is a Notice of Intent (NOI) for a sole-source contract award issued by the Federal Bureau of Investigation (FBI) Finance Division, Procurement Section for contract number 15F06726Q0000078.

The FBI intends to award a firm-fixed price contract to iconectiv for renewal of the Enhanced Law Enforcement Platform (ELEP) service, which will support the Operational Networks and Technology Unit's Legal Demand Services Program. The requirement is classified under NAICS code 517111 (Wired Telecommunications Carriers). Iconectiv is the sole suggested source because the Federal Communications Commission (FCC) exclusively authorizes iconectiv to manage and provide access to the Number Portability Administration Center (NPAC) database. The Government intends to negotiate with only one source under FAR 6.103-1 authority. Interested parties may respond by contacting the Contracting Officer via email at njackson (at) fbi.gov no later than 1:30 p.m. (Central Time) on Friday, February 13, 2026, to identify their interests, capabilities, and provide an authorized provider letter. Responses submitted through other means will not be considered. The Government will use received information to determine whether to conduct a competitive procurement, and any decision not to compete is at the Government's discretion. All vendors must be registered in the System for Award Management (SAM) with current information including UEID number, EFT banking details, addresses, and contact information, as the FBI uses this data for payment processing.

Renewal of the iconectiv ELEP service will support the Operational Networks and Technology Unit’s (ONTU) Legal Demand Services Program (LDSP).

This notice will be distributed solely through the System for Award Management (SAM) website.

Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 517111 – Wired Telecommunications Carriers.

The Government intends to negotiate with only one source under the authority of FAR 6.103-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests, capability, and authorized provider letter by responding to this requirement by contacting the Contracting Officer via email only at nljackson (at) fbi.gov, no later than 1:30pm (CT) on Friday, February 13, 2026. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM.

Please ensure that your company’s SAM information is updated and accurate. This includes UEID #, EFT, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
