Notice of Intent to Negotiate a Sole-Source Contract
This is a Notice of Intent to Negotiate a Sole-Source Contract issued by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), on behalf of the Office of Marine and Aviation Operations (OMAO). NOAA intends to award a sole-source contract to the University of Hawaii Currents Group under Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 for University of Hawaii Data Acquisition Systems (UHDAS) support services. The contract will be structured as a Firm-Fixed-Price award with a one-year base period and four one-year option periods.
The scope of services includes operational support, software maintenance, installation and configuration, system monitoring, troubleshooting, training, technical consultation, operating system upgrades, and software updates for UHDAS—a specialized system used to acquire, process, monitor, and ensure quality assurance of shipboard Acoustic Doppler Current Profiler (ADCP) data across the NOAA research vessel fleet. Services will support existing UHDAS installations aboard NOAA vessels and installation and calibration activities on newly delivered vessels. The University of Hawaii Currents Group is identified as the sole developer, maintainer, and provider of UHDAS software, processing algorithms, vessel-specific configurations, and supporting infrastructure. The applicable North American Industry Classification System (NAICS) code is 541990 All Other Professional, Scientific, and Technical Services, with a small business size standard of $19.5 million. Interested parties may submit written capability statements with sufficient detail demonstrating ability to meet all requirements to Contract Specialist Kelani Lawrence at kelani.lawrence@noaa.gov by 1:00 PM EST on June 25, 2026. All contractors must be registered in the System for Award Management (SAM) with a Unique Entity ID (UEI) prior to contract award.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), on behalf of the Office of Marine and Aviation Operations (OMAO), intends to negotiate and award a sole-source contract under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 to the University of Hawaii Currents Group for University of Hawaii Data Acquisition Systems (UHDAS) support services.
The University of Hawaii Currents Group is the developer, maintainer, and sole provider of the UHDAS, a specialized system used for the acquisition, processing, monitoring, quality assurance, and archival preparation of shipboard Acoustic Doppler Current Profiler (ADCP) data. UHDAS incorporates proprietary software, processing algorithms, monitoring tools, and vessel-specific configurations that support automated ADCP data collection and quality assurance across the NOAA fleet.
NOAA research vessels currently utilize UHDAS to acquire and process ocean current measurements collected by hull-mounted ADCP systems. The required services include operational support, software maintenance, installation and configuration services, system monitoring, troubleshooting, training, technical consultation, operating system upgrades, software updates, and support for NOAA data management and archival workflows. Support will be provided for existing UHDAS installations aboard NOAA vessels and for installation and calibration activities on newly delivered vessels entering service.
Because UHDAS software, supporting infrastructure, vessel-specific configurations, processing tools, and technical support services are developed, owned, and maintained exclusively by the University of Hawaii Currents Group, no other source can provide the required services while maintaining continuity of operations and support for existing NOAA UHDAS installations. The University of Hawaii Currents Group possesses unique technical expertise and institutional knowledge of NOAA vessel implementations necessary to support ongoing fleet operations.
The applicable North American Industry Classification System (NAICS) code is 541990 All Other Professional, Scientific, and Technical Services, with a small business size standard of $19.5 million.
This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must provide the ability to complete the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
Capability statements and related materials must be e-mailed to Contract Specialist Kelani Lawrence at kelani.lawrence@noaa.gov by 1:00 PM EST on June 25, 2026.
NOAA intends to award a Firm-Fixed-Price contract with a one-year base period and four one-year option periods.
