About this file

This is a Notice of Intent to Sole Source procurement for an Annual BaseSpace Correlation Engine-Large Academic License. The EPA's Office of Chemical Safety and Pollution Prevention (OCSPP) intends to award a sole source contract to Illumina, Inc. to reinstate software licenses and database access for genomics research. The previous contract was awarded to Illumina on February 27, 2025, with a three-year performance period comprising a twelve-month base period and two twelve-month option periods that were not exercised due to funding unavailability. The procurement will be evaluated and awarded under Revolutionary FAR Overhaul (RFO) 12.102(a) and RFO subpart 12.2.

The EPA justifies the sole source approach based on Illumina's exclusive position as the only authorized provider of the BaseSpace Correlation Engine-Large Academic Lab License, with no authorized resellers or third-party vendors available. OCSPP scientists require continued access to the platform for ongoing genomics research studies and archived data analysis. The procurement office is the EPA's Office of Finance and Administration (OFA), Office of the Chief Procurement Officer (OCPO), Water, Tribal & Science Division (WTSD). The Contracting Officer is Kareen Mansfield (Mansfield.Kareen@epa.gov) and the Contract Specialist is Lemile Chandler (Chandler.Lemile@epa.gov). Responses due date is 6/4/26. No set-asides apply, and the NAICS code is 513210 (Software Publishers). This notice invites capability statements from any firm believing it can meet EPA requirements; responses must provide clear and convincing evidence that competition would benefit the Government.

The Environmental Protection Agency’s (EPA) OƯice of Chemical Safety and Pollution Prevention (OCSPP) OƯice of Critical Mission Operations (OMCO) Strategic Resource Devision (SRD) has a requirement to purchase a BaseSpace Correlation Engine-Large Academic License. The previous contract was awarded on a sole source basis to Illumina, Inc. on February 27, 2025. This contract was awarded with a performance period of three years, including a twelve-month base period of performance, and two twelve-month option periods. The option periods were not exercised due to the unavailability of funding. Due to the option periods not being exercised, this new procurement is recommended to be processed without full and open competition to reinstate database access

OCSPP scientists require reinstated and continued access to Illumina’s BaseSpace Correlation Engine web-based discovery platform. Since the option periods were not exercised on the previous contract (due to the unavailability of funds), the OCSPP scientists lost access to information in the database while performing genomics research studies. It is imperative that access is restored as the Agency must have access to genomic data, including archived data, to complete studies and meet deadlines across the Agency’s program oƯices and regions.

The Agency intends to negotiate a sole source procurement to Illumina, Inc. for BaseSpace Correlation Engine-Large Academic Licenses in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a), and will evaluate, and award in accordance with RFO subpart

12.2. Illumina, Inc. does not have authorized resellers or 3rd party vendors for the item BaseSpace® Correlation Engine – Large Academic Lab License, and is the only source positioned to provide the required reinstated software licenses and access. Furthermore, switching to an alternative database is not feasible as the Agency has in process studies within this database that have not fully been analyzed. Attempting to switch to another database would result in the repetition of work- which is estimated to take years to complete.

There are a number of features that make Illumina’s BaseSpace unique and invaluable for this work:

1. OCSPP researchers and scientists have a practical way to mine vast quantities of complex biological, clinical and literature data.

2. OCSPP researchers and scientists are able to obtain genomic information for the development of biomedical insight.

3. OCSPP researchers and scientists have the unique ability to compare EPA data to a massive amount of data to understand the biological impact of chemical exposure, including linkage to toxic endpoints.

4. The database includes an EPA archive of transcript profile information. This archive includes on-going EPA studies, which have not been fully analyzed.

This notice of intent is not a request for quote. It is for information purposes only; therefore, no solicitation will result from this announcement. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement by the response due date indicated above. Timely responses will be considered.

Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the procurement based upon the responses to this notice is solely within the discretion of the Contracting OƯicer. All questions should be directed to Kareen Mansfield, Mansfield.Kareen@epa.gov, and Lemile Chandler, Chandler.Lemile@epa.gov – telephone calls will not be accepted.
