Notice of Intent to Sole Source
The Bureau of Land Management (BLM) Utah State Office (UTSO) intends to award a fixed-priced, sole source purchase order to Utah Transit Authority (UTA) for public transit services. The purchase will be made under Simplified Acquisition Procedures (SAP), and under other than full and open competition as authorized by FAR 12.207(b)(i)(B) & FAR 6.302-1.
The BLM is required to provide eligible federal employees with a public transportation benefit. The requirement consists of a one-year base plus two option years, for an estimated total value of $90,000.
Under this requirement, BLM federal employees must have access to unlimited-use public transit along the Wasatch Front, including all Utah Transit Authority bus routes, TRAX light rail, and FrontRunner commuter rail services. Access will be provided through UTA-issued electronic fare cards that contain a unique embedded microchip identifier and display a corresponding external card number. Note: The Government is not procuring the physical cards themselves; rather, this requirement covers the associated federal employee annual, unlimited-use transit privileges tied to those cards.
This notice is not a request for competitive proposals. However, interested parties who believe they are capable of fully meeting the Government’s requirements are invited to submit written capability information describing their ability to provide the required services.
Response Instructions:
• Responses due: December 3, 2025, at 3:00pm MST
• Send responses to: Sarah Hancey, Contract Specialist, shancey@blm.gov
• Email subject line: 2026 Utah Transit Passes Inquiry
• Anticipated award date: December 10, 2025
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
