About this file

This is a Notice of Intent to Sole Source a six-month extension for Information Technology Engineering and Operations Support (EOS) services to the incumbent contractor, ASRC Federal Technology Solutions, LLC. The Bureau of Land Management (BLM), in coordination with the Department of the Interior's Office of the Chief Information Officer (OCIO), intends to extend the current contract awarded under FAR 19.8 procedures (Award Number 140D0425P0154). The requirement encompasses enterprise systems engineering, cloud architecture using Microsoft Azure, cybersecurity services, UNIX and Windows system administration, enterprise network support, data storage and backup operations, and national data center operations at the Denver Federal Center in Lakewood, Colorado.

The sole source justification is based on FAR 6.302-1 (Only One Responsible Source), citing ongoing DOI enterprise IT consolidation efforts and three Departmental Reorganization Plans that have significantly reduced IT support workforce capacity. The incumbent contractor's personnel possess non-transferable, mission-specific expertise in BLM and DOI architectures, Azure implementations, legacy UNIX configurations, and security-sensitive Federal environments. The six-month extension is necessary to maintain stable operations of critical infrastructure supporting mission systems including AFMSS, MLRS, CBS, and blm.gov while the Department completes an enterprise hosting and staffing analysis to determine long-term sourcing strategy. Any responsible source may submit a capability statement to Contracting Officer Robert Brewer (robert_brewer@ibc.doi.gov, 571-370-5697) for evaluation of whether full and open competition is appropriate.

Notice of Intent to Sole Source Pursuant to RFO 6.302-1 / RFO 5.101

Description of Requirement The Bureau of Land Management (BLM), in coordination with the Office of the Chief Information Officer (OCIO), intends to award a six-month extension to the incumbent contractor for Information Technology (IT) Engineering and Operations Support (EOS) services. This extension will be executed pursuant to FAR 52.217-8 and is not within the scope of the current order.

The requirement encompasses enterprise systems engineering, cloud architecture (MS Azure), cybersecurity, UNIX/Windows system administration, enterprise network support, data storage and backup, and national data center operations at the Denver Federal Center, Lakewood, CO.

Justification for Other Than Full and Open Competition Statutory Authority: FAR 6.302-1 – Only One Responsible Source Ongoing DOI enterprise IT consolidation efforts, including three Departmental Reorganization Plans (DRPs), have significantly reduced the IT support workforce responsible for enterprise-wide operations and maintenance of critical OCIO and BLM infrastructure, including systems supporting the newly established Wildland Fire Service.

DOI is currently conducting an enterprise analysis of hosting requirements—specifically the staffing levels, knowledge, skills, and abilities needed to sustain and modernize this infrastructure. Until that analysis is complete, BLM must retain all existing labor support contracts to ensure stable operations, maintain cybersecurity posture, and prevent service disruptions during this period of organizational transition.

The Acquisition Services Directorate awarded 140D0425P0154 under the procedures of FAR 19.8 and awarded a sole source 8(a) purchase order to ASRC Federal Technology Solutions, LLC. The incumbent contractor's personnel possess non-transferable, mission-specific expertise in BLM and DOI architectures, Azure implementations, legacy UNIX configurations, GSS/APSS Authorities to Operate, and security-sensitive Federal environments. Substituting alternative resources during this transitional period would introduce unacceptable risk of system instability, compliance failures, and disruption to national-level mission systems including AFMSS, MLRS, CBS, and blm.gov.

A six-month extension is necessary to preserve mission-critical support services, avoid operational risk, and provide sufficient time for DOI to complete its enterprise hosting and staffing analysis and determine a long-term sourcing strategy.

Period of Performance Six (6) months from the current period of performance end date.

Interested Sources This notice is not a solicitation. However, any responsible source that believes it can meet the requirement is invited to submit a capability statement to the Contracting Officer no later than the identified response date in the notice. Responses will be evaluated to determine whether full and open competition is appropriate.
