About this file

This document is a Special Notice of Intent to Award Sole Source for FOD Mats issued by the 97th Contracting Flight at Altus AFB. The government intends to award a firm-fixed-price contract to Spartan Composites LLC for a specific set of FOD (Foreign Object Debris) control products, including a 7'x12' HMWPE Trackout Control Mat, 10-Round Head Stakes, 5450 6" FODS Screws, a FODS Cleaning Shovel, and a Mat Moving Tool. The acquisition is being conducted under FAR 13.106-1(b), with justification that Spartan Composites is the only source reasonably available, based on their proprietary design protected by a US patent that uniquely manipulates vehicle tires to release trapped debris.

The notice provides an opportunity for other firms to challenge the sole source determination by submitting an interest letter demonstrating technical expertise, certifications, and authorization to compete. The letter must provide clear evidence that competition would be advantageous to the government. Notably, the contract's funding is contingent upon appropriated funds availability, and no legal liability exists for the government until funds are confirmed. Interested parties can direct questions to Contracting Specialist Mr. Jarrod Ford or Contracting Officer SSgt Jacolbi L. Thomas at the provided contact information.

**Note: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. • 10-Round Head Stakes per pack

• 5450 6" FODS Screw

*This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received after publication of this notice will be considered SOLELY for the purpose of determining whether to conduct competitive procurement in the future.

A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive.*

FOD Mats are a proprietary design and protected by a US issued patent on behalf of Spartan Composites LLC. This design offers a unique manipulation of vehicle tires by the pyramid structures to release trapped mud/debris/FOD from the tires upon contact with the mats. This manipulation of the tire tread is a passive capability and unique to FOD Mats. Market research was conducted and has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to Spartan Composites LLC.
