The Department of Interior (DOI), Bureau of Reclamation (BOR), Interior Region 10, California – Great Basin (CGB), Construction Acquisitions Office located in Sacramento, California intends to solicit from a single source under the authority of FAR Subpart 13.106-1(b)(1)(i), soliciting from a single source, and enter into a blanket purchase agreement with Cement & Concrete Reference Laboratory (CCRL) to establish and/or maintain Cement and Concrete Materials Testing Laboratory certification in support of the Willows Construction Office Materials Testing Laboratory and several others within the region to be determined at a later date under the authority of FAR 13.501. A justification for other than full and open competition has been prepared in support of this acquisition.
The NAICS code is 541380, Testing Laboratories with a size standard of $16.5 Million.
Firms believing they can satisfy the requirements to provide Cement and Concrete Materials Testing Laboratory certification services as listed above may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
This notice is not a request for competitive quotations.
Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responses received within fourteen (14) calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the government. Questions regarding this notice must be submitted in writing via email to Matthew Thomas at mthomas@usbr.gov. All responses to this notice of intent identifying capability to provide accredited materials testing must be submitted so that they are received at mthomas@usbr.gov no later than January 21, 2021 at 10:00 AM, Pacific Time.
