U.S. Department of Homeland Security Washington, DC 20528
August 12, 2022
Prospective PACTS III Offerors:
The purpose of this notice is to provide preliminary information on behalf of the Department of Homeland Security’s (DHS) Strategic Programs Division’s current plans to recompete the Program Management, Administrative, Clerical, and Technical Services (PACTS) II vehicle. Please note the PACTS II recompete is in the preliminary stages of planning, and all information provided in this announcement is subject to change without notice.
The current PACTS II acquisition is a multiple award Indefinite-Delivery / Indefinite-Quantity (IDIQ) Department-wide acquisition initiative for program management, administrative, clerical, and technical services that expires February 2025. PACTS II was competed as a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and has resulted in approximately $725M in task order awards to date. Going forward, DHS plans on establishing a similar requirement under Programmatics, Administration, Clerical, and Technical Services (PACTS) III.
Like PACTS II, DHS anticipates PACTS III to also be a total set-aside for SDVOSB.
USCIS anticipates PACTS III to also be a total set-aside for SDVOSBs
DHS does not intend to maintain an interested vendor list; therefore, expressions of interest are not required at this time. USCIS on behalf of the DHS Strategic Programs Division has requested input from industry through Requests for Information (70SBUR22I00000032) previously posted to SAM.gov.
Any questions related to this requirement are to be directed to PACTSIII@uscis.dhs.gov. Any questions submitted to individuals outside this dedicated mailbox will not be responded to.
An Acquisition Planning Forecast System (APFS) number is forthcoming and will be announced via a revised notice on SAM.gov. The APFS record will include information regarding pertinent acquisition information, including timeline for solicitation release. All information within APFS will be subject to change, and only final information will be included in the final Request for Proposal release. Additionally, the PACTS III team does not anticipate meeting in person with individual prospective offerors throughout this process, as it will not be able to honor all requests and still meet the timeline for award.
Thank you for your interest in the PACTS III procurement.
