About this file

This is a Notice of Intent to Negotiate a Sole-Source Contract issued by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division, on behalf of the Office of Marine and Aviation Operations.

NOAA intends to award a sole-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Roxtec Services US, LLC for the Roxtec Transit Operate (RTO) system subscription service supporting NOAA vessels. The contract will consist of a one-year base ordering period with four subsequent one-year ordering periods. The required services include penetration inspection services for cable and transit sealing systems, registry development and maintenance within the RTO software platform for additional NOAA vessels, and access to Roxtec technical support on an as-needed basis. Currently, six NOAA vessels—Reuben Lasker, Oscar Dyson, Nancy Foster, Bell M. Shimada, Henry B. Bigelow, and Thomas Jefferson—have Roxtec systems installed and registered. The justification for sole-source award is that Roxtec Services US, LLC is the original equipment manufacturer and exclusive owner of the RTO software platform, associated inspection records, and proprietary system data, making it the only source capable of maintaining continuity with existing installed systems and vessel records. The applicable NAICS code is 541990 (All Other Professional, Scientific, and Technical Services), with a small business size standard of $19.5 million. Interested parties may submit capability statements by 12:00 PM EST on June 19, 2026, to Contract Specialist Shawn Griscom at Shawn.Griscom@noaa.gov. All contractors must be registered in the System for Award Management (SAM) with a Unique Entity ID (UEI) to be eligible for award.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD), on behalf of the Office of Marine and Aviation Operations (OMAO), intends to negotiate and award a sole-source contract under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 to Roxtec Services US, LLC for the Roxtec Transit Operate (RTO) system subscription service supporting NOAA vessels.

Roxtec Services US, LLC is the original equipment manufacturer (OEM) of Roxtec cable and transit sealing systems and is an American Bureau of Shipping (ABS) class-approved cable transit inspection provider. Roxtec provides inspection services, repair recommendations, training, supervision, and technical oversight for multi-cable transits associated with its proprietary cable and transit sealing systems.

NOAA Ships Reuben Lasker, Oscar Dyson, Nancy Foster, Bell M. Shimada, Henry B.

Bigelow, and Thomas Jefferson currently have Roxtec cable and transit sealing systems installed and are registered within the Roxtec Transit Operate (RTO) software platform. The required services will include penetration inspection services, registry development and maintenance within the RTO system for additional NOAA vessels, and access to Roxtec technical support on an as-needed basis.

Because the RTO software platform, associated inspection records, technical support services, and proprietary system data are owned and maintained exclusively by Roxtec Services US, LLC, no other source can provide the required subscription services while maintaining continuity with the existing installed systems and vessel records.

The applicable North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific, and Technical Services, with a small business size standard of $19.5 million.

This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Evidence must provide the ability to complete the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.

Capability statements and related materials must be e-mailed to Contract Specialist Shawn Griscom at Shawn.Griscom@noaa.gov by 12:00 PM EST on June 19, 2026.

NOAA intends to award an IDIQ contract with a one year base ordering period and four subsequent one year ordering periods.

DOC/NOAA/AGO/EAD requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM.
