About this file

This notice provides details on a planned contract modification. USAID/Kosovo intends to modify Contract 72016720C00001, known as the Compete Activity, by increasing the Total Estimated Cost by $4 million. The current contractor, Cardno Emerging Markets USA, Ltd., will utilize the additional funding to expand technical assistance in the existing wood processing sector to include prefabricated buildings/modular homes. The modification does not extend the current performance period from August 2020 to August 2025 or modify the overall activity scope of work. SUBJECT: Notice of Intent for a Total Estimated Cost (TEC) increase of the Compete Activity

USAID/Kosovo hereby provides notice of its intention to modify Contract 72016720C00001, also known as the Compete Activity, by increasing the Total Estimated Cost (TEC) of the award by $4 million, with the Contractor: Cardno Emerging Markets USA, Ltd. This changes the current TEC of $12,478,811 (including maximum award fee) to a revised TEC of $16,478,881 (including maximum award fee). No extension of the existing performance period of August 12, 2020 to August 11, 2025 is requested, and no change in activity scope of work is requested.

The Compete Activity is USAID’s primary vehicle to foster significant industry growth and job creation for businesses in Kosovo for the focal sectors of 1) Wood Processing; 2) Food Processing; and 3) Information and Communications Technologies (ICT). Under this proposed modification, the Contractor will utilize the additional funding to deepen technical assistance to the Wood Processing sector through an expansion into an additional sub-sector: prefabricated buildings/modular homes. By expanding technical assistance in the existing wood processing sector to an additional sub-sector and increasing the Total Estimated Cost (TEC) of the existing Compete contract, USAID will be able to continue to achieve sustainable impact and growth in Kosovo's private sector.

The activities to be completed by the Contractor are in line with the current scope of the Compete Activity. Continuing performance of the proposed activities with the same contractor is critical to the mission of USAID and is in the best interest of the United States Government. A Justification and Approval for other than Full and Open Competition (J&A) will be published after the modification is executed, pursuant to FAR 6.305.
