NOTICE OF INTENT TO ISSUE SOLE SOURCE CONTRACT EXTENSION
The Centers for Medicare & Medicaid Services (CMS) intends to extend the Period of Performance for the Research, Measurement, Assessment, Design, and Analysis (RMADA) 2 Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle. The current RMADA 2 contract holders and their respective contract numbers include Abt Associates Inc.-75FCMC19D0080; Acumen, LLC-75FCMC20D0002; Actuarial Research Corporation- 75FCMC19D0081; American Institutes for Research in the Behavioral Sciences-75FCMC19D0082; Arbor Research Collaborative for Health-75FCMC19D0083; Booz Allen Hamilton Inc.-75FCMC19D0084; Customer Value Partners, Inc.-75FCMC20D0003; Deloitte Consulting LLP-75FCMC19D0085; Econometrica, Inc.-75FCMC19D0086; General Dynamics Information Technology, Inc.-75FCMC19D0087; International Business Machines Corporation;
75FCMC19D0088; Logistics Management Institute-75FCMC19D0090; Mathematica-75FCMC19D0091; National Opinion Research Center-75FCMC19D0092; The RAND Corporation-75FCMC19D0093; RELI Group Inc.- 75FCMC19D0094; Research Triangle Institute-75FCMC19D0095; The Lewin Group-75FCMC19D0096; Westat, Inc.-75FCMC20D0004. The RMADA2 IDIQ’s purpose is to provide analytic support and technical assistance for models and demonstration programs that are derived under the Patient Protection and Affordable Care Act (ACA).
This support will include, but will not be limited to, the design, implementation and evaluation of research and/or payment and service delivery models to test their potential for reducing expenditures for Medicare, Medicaid, Children’s Health Insurance Program (CHIP), and uninsured beneficiaries while maintaining or improving the quality of care.
The RMADA2 IDIQ is currently being recompeted under solicitation 75FCMC25RJ018 utilizing full and open procedures; however, the current RMADA2 IDIQ ordering period ends July 31, 2025. As a result of the potential for delays in the recompete of the RMADA3 IDIQ, a determination has been made that there is a continued need for the current RMADA2 IDIQ, past July 31, 2025. This is a temporary action to maintain critical services while the competitive follow-on IDIQ is awarded. It is the Government’s intent to modify the terms of the current RMADA2 IDIQ so that once the ordering period for RMADA3 IDIQ begins, no new Government requirements will be ordered against the current NEC IDIQ, regardless of its extended Period of Performance.
The extension will allow the Government to continue placing orders under the existing IDIQ contract beyond July 31, 2025, for a period not to exceed twelve (12) months. The proposed sole source extension will provide CMS the ability for the RMADA2 IDIQ to continue to serve as CMS' primary mechanism to support CMS’ model programs. By extending the RMADA2 IDIQ, CMS avoids allowing the IDIQ to expire before the replacement is in place, which would disrupt operations and negatively impact mission readiness. Continuing performance with the incumbent contractors will ensure uninterrupted mission support and avoid unnecessary disruptions, hand-offs, and additional transition costs that would result from awarding an interim bridge contract to multiple vendors.
Extending services under the current contract until the new RMADA3 IDIQ contract is fully transitioned ensures operational continuity and represents the most cost-effective and efficient path forward.
The extension does not increase the contract’s ceiling or materially alter its scope. It is a temporary administrative action necessary to ensure acquisition continuity.
This requirement will be issued in accordance with the authority of 41 U.S.C. 3304(a)(1) and FAR Part 6.302-1 (a)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements."
The NAICS code applicable to the RMADA2 Contract is 541720 – Research and Development in the Social Sciences and Humanities. The Product Service Code (PSC) for the RMADA2 Contract is AN42 – Health R&D Services; Health Care - Other; Applied Research.
Interested and qualified sources may submit a written capability statement, not to exceed 10 pages, in response to this notice. Submissions will be reviewed by the agency. All responses must be submitted via email to Jason Vollmer, Contracting Officer, at Jason.Vollmer@cms.hhs.gov no later than 12:00 PM EST on July 10, 2025.
Responses will be evaluated solely to determine whether a competitive procurement process should be initiated for this short-term extension. Submissions must provide clear, compelling, and convincing evidence that competition would benefit the Government. The decision to proceed with or forego competition based on responses received is at the sole discretion of the Government.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No award will be made on the basis of unsolicited quotations or offers received in response to this notice.
