About this file

This document is a Notice of Intent to Award a Sole Source Contract to Cobwebs America, Inc. for web-based cryptocurrency tools. The Internal Revenue Service (IRS) Cyber Crime Section requires these tools to support large-scale criminal investigations involving cyber components and financial crimes. The IRS conducted market research and determined that Cobwebs America, Inc. is the only responsible source that can provide the required web-based subscription services, as they are not resold by any government resellers. The IRS intends to award a firm-fixed price, base plus one-year option contract to Cobwebs America, Inc. on a sole source basis under FAR 6.302-1. Potential sources who believe they can provide similar services are invited to submit capability packages by July 9, 2024, but the IRS notes that this is a highly sensitive, law enforcement requirement that should not be publicly advertised.
