DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT TO Greater Metropolitan Community Blood Service, Inc., for blood, blood products, and apheresis. The VISN 2 laboratories require a vendor to supply blood, blood products, and apheresis services on a continuous basis. Market research was conducted and determined that sole sourcing this requirement is in the best interest of the Government.
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), intends to award a sole-source contract under the authority of 41 U.S.C. 3304 (a) (1)-FAR 6.103-1. Only one responsible source and no other supplies or services will satisfy agency requirements, to Greater Metropolitan Community Blood Service, Inc.
This will be a follow-on procurement so Blood, blood products, and apheresis services can continue until a long-term contract can be established.
This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made based on proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide supplies or services sought, including pricing data and technical data sufficient to determine that a comparable source to the government is available. The Government may consider all Expressions of Interest received before September 14, 2026. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely to determine whether to conduct a competitive procurement. Responses to this notice must be emailed to Aleta.Jennette@va.gov and received by 10:00 AM EST on September 14, 2026. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on time. Verbal responses are not acceptable and will not be considered.
