About this file
This is a Notice of Intent to Award a Sole Source contract. The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC), intends to award a sole-source, firm-fixed price contract to Lone Star Communication, Inc. to upgrade and replace the end-of-life Rauland R4K series nurse call system at Brooke Army Medical Center (BAMC). The upgrade involves replacing the headend, consoles, and annunciator panels with a Rauland Responder 5000 system while maintaining compatibility with existing end components still in working order. The new system must integrate with the existing Connexall platform for code event reporting. The justification for sole-source procurement is that only Rauland equipment satisfies the requirement for compatibility with the upgraded headend and existing infrastructure.
Responses must be submitted electronically no later than 3:30 p.m. Central Time on Wednesday, August 19, 2026, to Contract Specialist Anne Tuggle (Anne.J.Tuggle@usace.army.mil) or Contracting Officer Chris Shepard (Christopher.T.Shepard@usace.army.mil). Responses should be on company letterhead and include SAM registration confirmation, Unique Entity Identifier (UEI), applicable credentials, pricing data, point of contact information, and business classification status (large business, small business, 8(a), women-owned small business, HUBZone, service-disabled veteran-owned small business, or socially/economically disadvantaged). The applicable NAICS code is 334290 (Intercom systems and equipment manufacturing) with a 750-employee size standard, and the Product Service Code is 5830 (intercommunication and public address systems, except airborne). This notice does not obligate the Government to award a contract or restrict its ultimate acquisition approach.

NOTICE OF INTENT TO SOLE SOURCE - Notice of Intent to Award a Sole Source procurement to upgrade and replace the existing, end-of-life Rauland R4K series nurse call system.
The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this synopsis in order to publicize its intentions to execute one sole-source, firm-fixed priced contract award to Lone Star Communication, Inc to upgrade and replace the existing, end-of-life Rauland R4K series nurse call system components at Brooke Army Medical Center (BAMC). In accordance with (IAW) Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1 Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements..
The Department of Health Agency (DHA) requires an upgrade and replacement of the existing, end-of-life Rauland R4K series nurse call system components at BAMC. The current system's headend, consoles, and annunciator panels are obsolete and no longer fully supported. This upgrade to the Rauland Responder 5000 system is necessary to ensure reliable, modern, and compliant critical patient communication capabilities, aligning with the BAMC standard infrastructure. The new system must fully integrate with the existing Connexall platform for code event reporting. Additionally, all end components are still in working order and do not need to be replaced, therefore the replaced equipment needs to remain compatible the upgraded headend unit limiting the requirement to Rauland equipment.
This notice of intent is NOT A REQUEST FOR QUOTE, nor does it restrict the Government as to the ultimate acquisition approach. Additionally, this announcement does not obligate the Government to award a contract. The Government is not responsible for any costs incurred by responding to this notice.
