About this file
This is a Notice of Intent to Award a Sole Source Contract for the procurement of MPU5 radios and associated support equipment by the United States Marine Corps, specifically for the 4th Reconnaissance Battalion under Marine Forces Reserve's Regional Contracting Office. The Government intends to award a Firm-Fixed-Price contract to Persistent Systems, LLC, the Original Equipment Manufacturer and exclusive domestic distributor of the required equipment. The procurement includes radios, antennas, batteries, and mission-support components configured as purpose-built custom kits for the using unit. The contract is designated as a 100% Small Business Set-Aside and was posted on 6 May 2026 with a response deadline of 12 May 2026.
The Government justifies the sole source award based on market research findings that identified Persistent Systems, LLC as the only vendor capable of providing the required equipment without significant markups, unacceptable delays, or technical incompatibility issues. Award to any other source would result in mission-critical failures and inability to meet immediate operational readiness requirements. While this notice is not a request for competitive proposals, interested parties may submit capability statements demonstrating authorization as distributors or ability to provide technically equivalent equipment meeting exact MPU5 specifications. Capability statements must be submitted via email to the identified Point of Contact by the 12 May 2026 response deadline. The Government retains sole discretion to determine whether to compete this proposed contract based on submitted responses.

INTENT TO AWARD SOLE SOURCE CONTRACT
Marine Forces Reserve/ Regional Contracting Office Classification Code: NAICS 334220 Posted Date: 6 May 2026 Response Date: 12 May 2026 SB Set-Aside: 100% Small Business Set Aside
Description
This is a Notice of Intent to Award a Sole Source Contract and is not a request for competitive quotes. The Government intends to award a Firm-Fixed-Price (FFP) contract to Persistent Systems, LLC under the authority of FAR 13.106-1(b)(1) or FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
Requirement
The Government requires MPU5 radios and associated support equipment in support of 4th Reconnaissance Battalion. This equipment is critical to enhancing operational readiness and ensuring Marines maintain effective communication capabilities in austere and expeditionary environments. The procurement includes radios, antennas, batteries, and necessary mission-support components. These are purpose built kits custom made for the using unit.
Justification
Market research has identified Persistent Systems, LLC as the Original Equipment Manufacturer (OEM) and the exclusive distributor of the required equipment within the United States. Persistent Systems, LLC does not utilize or authorize a domestic reseller network for these specific systems.
Market research conducted by the Government, including searches of mandatory sources and existing contract vehicles, did not identify any other vendor capable of providing the required equipment without significant markups or unacceptable delays. Award to any other source would result in technical incompatibility and a failure to meet immediate mission-critical requirements.
Responses This notice is not a request for competitive proposals; however, interested parties may submit a capability statement demonstrating their ability to meet the Government’s requirement.
Capability statements must clearly demonstrate the offeror's status as an authorized distributor or their ability to provide technically equivalent equipment that meets the exact specifications of the MPU5 systems.
Statements shall be submitted via email to the Point of Contact listed below no later than the response date and time identified in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
