About this file

This document is an Award Recommendation and Evaluation Synopsis for an Invitation to Negotiate (ITN) issued by the Michigan Department of Military and Veterans Affairs for the STARBASE Program. The ITN 250000000015 was posted on SIGMA VSS on 5/5/2025 for 15 days, with a proposal submission deadline of 5/20/2025. The state's primary objective was to purchase School Operation and Management Services for Michigan STARBASE programs, with a preliminary intention to contract exclusively with STARBASE, Inc. Battelle Education, South Office from Nashville, TN was the only bidder that submitted a proposal.

The evaluation process determined that Battelle Education's initial response was unclear, and after being requested to provide a Vendor Worksheet by 7/7/2025, the bidder withdrew their interest. Consequently, the state recommends awarding the contract to STARBASE, Inc., pending State Administrative Board approval. The recommendation is based on the state's original belief that only STARBASE, Inc. can provide the required services, and the lack of a viable alternative from the single submitted proposal. The state will now proceed with negotiations to execute the contract with STARBASE, Inc., with questions about the ITN to be directed to Elizabeth Noffsinger, the Solicitation Manager.

Background Information:

This ITN 250000000015 STARBASE Program was undertaken by the Department of Military and Veterans Affairs office to advise contractors of the State’s desire to purchase School Operation and Management Services for the Michigan STARBASE programs, and intention to enter into negotiations and execute a contract based on its belief that only one contractor –STARBASE, Inc. - is able provide it.

Bidders:

The ITN was posted on SIGMA VSS on 5/5/2025 and posted for 15 days. The following bidders submitted proposals by the published due date of 5/20/2025.

Because the State received a response(s) from a bidder(s), other than the intended source, the State reviewed the response(s) to determine if a viable alternative(s) existed.

1. ITN Evaluation Process

A Responsible Vendor is a vendor who demonstrates the ability to successfully perform the duties identified by the ITN. A Responsive proposal is one that is submitted in accordance with the ITN instructions and meets all mandatory requirements identified in the ITN.

The responses to this ITN was reviewed by the Solicitation Manager. The response from the Bidder was unclear

2. ITN Evaluation Results

Bidder #1

The initial response from the Bidder was unclear as to viability. On 6/27/2025 the Vendor Worksheet was emailed to the Bidder to determine viability. The due date to return the Vendor Worksheet was 7/7/2025. The Bidder sent an email on 7/7/2025 stating they withdrew their interest. They did not provide the Vendor Worksheet thus did not meet the requirements of being responsive.

3. Award Recommendation:

Because the response(s) from the bidder identified above is not a viable alternative(s) to the intended source, an award recommendation is made to STARBASE, Inc. pending State Administrative Board approval if applicable. The State will begin negotiations with the awarded contractor to execute a contract. Questions about this ITN may be directed to the Solicitation Manager who may be contacted as follows:
