About this file
This document is a Notice of Intent to Award a contract by CareOregon, a managed Medicare and Medicaid plan in Oregon, for IBR & DRG Billing Services. CareOregon received multiple proposals for this RFP #2024-13 project and has selected OptumInsight, Inc. as the apparent successful proposer. The project involves outsourcing Itemized Bill Reviews (IBR) and Diagnosis Related Grouping (DRG) for high dollar inpatient hospital claims prior to claim completion, which will allow CareOregon to meet regulatory requirements from the Centers for Medicare and Medicaid Services (CMS) and the Oregon Health Authority (OHA) and minimize claim overpayments. The contract will be awarded to the successful proposer pending successful contract negotiations.
The document does not provide details on pricing terms, set asides, incumbents, funding requirements or sources, or other salient financial information. It notes that CareOregon treats the RFP process as confidential and does not share vendor proposals or evaluation scores.

NOTICE OF INTENT TO AWARD CONTRACT
DATE: November 18, 2024
RFP#: 2024-13
TITLE: IBR & DRG Billing Services
APPARENT SUCCESSFUL PROPOSER: OptumInsight, Inc.
CareOregon received many proposals for this important project and the selection process included stakeholders across the company. After careful review of the proposals, CareOregon is awarding the project to the above referenced successful proposer.
The above named apparent successful proposer shall not acquire any legal or equitable rights relative to the contracted services until a contract containing terms and conditions acceptable to CareOregon is executed. If the apparent successful proposer fails to negotiate and execute a contract with CareOregon, CareOregon may revoke the award and award the contract a different proposer. A reminder that CareOregon treats the RFP process as confidential and it does not share vendor proposals or the evaluation scores.
CareOregon appreciates the time and effort by proposers to submit for this project and looks forward to receiving other proposals in the future. Please contact me by email (reinholtzl@careoregon.org) if you have any questions.
