Project Title: Daily Scheduled Large Aircraft (DSLA) Charter flights and Special High-Risk Charter

(SHRC)

Notice #: 70CDCR22Q00000001

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source/interim order and is not a request for competitive quotes/proposals.

The U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement and Removal Operations (ERO) hereby submits a notice of intent to award a sole source firm fixed price GSA Federal Supply Schedule (FSS) interim task order for the Daily Scheduled Large Aircraft (DSLA) Charter flights and Special High-Risk Charter (SHRC) flight services.

DSLA/SHRC flight services transports undocumented individuals in federal custody to and from detention facilities in the continental United States (CONUS) or remove them from the U.S. and fly them to their countries of origin after the adjudication of removal proceedings. The sole source/interim order will be awarded to the incumbent vendor, Classic Air Charter (CAC), Inc. for a period of performance of 12 months separated into a 6-month Base Period and 2 (3month) Optional Base Periods. The total estimated value is $312,930,600.

This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 8.405-2 for the requirement based on the application of FAR 8.405- 6(a)(1)(i)(B). This hereby constitutes a synopsis of the options included in this requirement.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of ICE.

The determination not to compete this proposed contract action is solely within the discretion of the ICE.

Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. I C E will not be responsible for any costs incurred by responding to this notice.

This is NOT a request for quotes or proposals.
