NOTICE OF INTENT TO AWARD A SOLE SOURCE

Introduction

The Department of Health and Human Services (DHHS), Office of Mission Acquisition

Solutions (OMAS), on behalf of the Administration for Children and Families (ACF), Office of

Family Assistance, intends to award Marriage Promotion Activities under Temporary Assistance for Needy Families (TANF) on a sole source basis.

Intent to Award

This notice announces the proposed acquisition as an intent to award a follow-on contract on a non-competitive basis to Deloitte Consulting, LLP 1919 N. Lynn Street, Suite 800 ARLINGTON

VA 22209.

Description of Requirement

Description of Requirement : ACF requires contractor support to document and promote the use of TANF funds for activities that promote marriage, family stability, and two-parent family formation and maintenance. The contractor shall conduct a national analysis of TANF spending and related documentation to identify, document, and promote use of TANF funds for marriage-promotion-related activities. The contractor shall produce public leaderboard reports, public state example briefs/case studies in order to disseminate ways to promote marriage through TANF, and a final internal analysis report.

The original contract for this activity lasted three years, during which time the current vendor gained unique insight and capacity in identifying marriage promotion activities in TANF. For example, through the lifecycle of the contract, the vendor had communications with over ten state TANF and multiple Tribal TANF programs and directly transferred marriage (and fatherhood) programming to over five state TANF and three tribal TANF programs. The vendor has also provided training, to transfer marriage programs, to multiple other organizations that are funded by, or could be funded by, TANF.

Through these activities, the vendor has gained relationships with state and Tribal TANF agencies. It has also developed a sophisticated understanding of marriage‑ and family‑stability promotion activities in a TANF context – it bears emphasis that the confluence between these two issues (marriage promotion activities; and TANF context) is nuanced and complex. The vendor has also gained insights into TANF fiscal reporting and policy, which shed light on state and Tribal TANF marriage activities, or their potential to conduct such activities. Additionally, the program office’s extensive experience with this vendor confirms their unique ability to deliver the specialized, integrated services required for this effort.

This follow-on project will focus on continuing to promote marriage activities, again in TANF programs. To do this, the project will identify which TANF programs across the country are already using TANF funds for marriage promotion activities; afterwards, the project will promote these approaches to marriage promotion activities to other states and Tribal TANF programs.

Required Capabilities: The contractor must demonstrate expertise in TANF policy, fiscal reporting, and allowable uses of TANF funds, with specialized knowledge of marriage promotion, family stability, fatherhood, and two-parent family formation activities within the

TANF framework. The contractor must be capable of conducting a national analysis of TANF expenditures, policies, and program documentation to identify and assess marriage-promotion activities across state and Tribal TANF programs.

The contractor must have established working relationships with state and Tribal TANF agencies and possess the ability to engage these partners to collect information, validate findings, and facilitate the transfer of promising practices. The contractor must also be able to develop high-quality public-facing products, including leaderboard reports, state case studies, and technical briefs, as well as internal analytical reports that communicate findings and recommendations.

In addition, the contractor must have demonstrated experience providing technical assistance, training, and outreach to support the adoption of marriage and family stability initiatives in

TANF-funded settings. The contractor must be able to integrate policy analysis, program evaluation, stakeholder engagement, and dissemination activities to promote evidence-informed approaches that can be replicated across state and Tribal TANF programs.
