SERVICE:
The incumbent, Rustici Software, LLC, is already in place providing the required Content Controller, known as CDC CourseSync, which is a platform for the centralized management and distribution of learning content to LMSs and other learning applications. It solves the need for making educational content available to learners from multiple LMSs while maintaining visibility and control over how the content is used and maintained in one centralized location.
This software allows CDC eLearning to reach more public health organizations and health care professionals and thus strengthen the workforce in those areas. Content Controller software allows the CDC to manage training content across multiple platforms in a learning ecosystem from a single centralized location. It provides the capability of eLearning course format changes to suit the needs of the end user LMS, set licensing agreements, control customer access, monitor content usage, and learner progress. It allows CDC to maintain control of content while seamlessly syndicating updates across end user LMSs and returns reporting data on course usage and learner activity, all maintained within Content Controller.
Content Controller software is a compiled Java application that allows organizations to maintain control of eLearning content, while syndicating the content to any 3rd party LMS that also supports the basics of SCORM 1.2, SCORM 2004 (3rd and 4th Editions), cmi5, AICC files or as LTI 1.1 or 1.3 This functionality is achieved through the use of a small .zip proxy file, known as a Dispatch package. The proxy file is sent to a client, to upload to their own LMS.
Content Controller provides the ability to create user accounts for course content management and syndication to external LMSs. All learner data contained in CourseSync is de-identified; usage reports, course reports and learner reports contain no specific information on the learner’s demographics. This service has been required since March 2021 and needed to continue in order for CDC to do the following.
· Maintain the current software mechanism which allows CDC to syndicate, monitor, and track CDC eLearning course content.
· Continue providing this service to CDC programs and expand CDC CourseSync reach internally and externally as ETSB expands the program.
The Rustici Software is unique in that it allows the Education and Training Services Branch to syndicate courses with external LMSs as well as internal systems. It solves the need for making educational content available to learners from multiple LMSs while maintaining visibility and control over how the content is used and maintained in one centralized location.
Rustici Software’s Content Controller has the ability to report on the performance and progress of the eLearning courses, from both external and internal LMS’s allows the Education and Training Services Branch to focus on areas that require more in-depth training; this is an exclusive characteristic of the Content Controller that is not available elsewhere. Rustici Software Content Controller contains proprietary programming, and no other companies are allowed to modify or support its source code.
