Notice of Intent to Award a Sole Source Contract PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price IDIQ contract with Otto Engineering, Inc. to procure radio and mobile communications accessories. Only this suggested source can furnish the requirement because the Radio Engineering Unit (REU) requires handheld and mobile radio accessories to support Motorola XTS, XTL, and APX radios. Otto Engineering, Inc. is the sole approved source to manufacture and engineer products that utilize the Motorola impress chip in their radio connectors per Motorola agreement.
Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. REU needs the Contractor to have the ability to conform to legacy accessories if necessary to provide engineering solutions, as needed, to make adjustments or modifications to the provided equipment as required to support the FBI mission. The Contractor is to offer equipment, accessories, and parts that will only work with REU’s Motorola radios at a minimum which satisfies the capabilities specified. Otto accessories are interchangeable across the Motorola family of radios (XTS, XTL, and APX) employed by the FBI due to termination end of the 12-pin hirose connection. This allows accessories to be used for multiple radios instead of having individual accessories for each radio.
