About this file

This is a Notice of Intent to Award a Sole Source Contract from DLA Distribution to Cox Business for optical internet service. DLA Distribution San Diego requires setup of a sole source contract to provide optical internet service supporting the F-35 PSP for building 365. The contracting officer has determined that only one source is reasonably available for this requirement, as failure to implement the optical internet service would result in mission failure for communications between DLA and other agencies on the installation. The contract is being solicited under FAR 12.102(a) authority for acquisitions valued at or below the simplified acquisition threshold.

The requirement is classified under NAICS code 238210 (with a 19-million-employee small business size standard) and PSC Code N099. Interested contractors may submit qualifications and capabilities demonstrating their ability to provide this service by Friday, May 08, 2026 at 10:00 AM EST to Deborah Johnson at Deborah.L.Johnson@dla.mil. All responsible sources are invited to respond with "Optical Internet" marked in the subject line. Responses will be evaluated solely to determine whether to conduct a competitive procurement. If no affirmative responses are received, a purchase order will be awarded to Cox Business. This notice is for informational purposes only; no formal solicitation will be issued or posted to SAM.
