About this file

This is a Notice of Intent to Award a Sole Source Contract issued by the Bureau of Indian Education (BIE). The BIE intends to award a sole source, firm-fixed price contract to Teaching Strategies, LLC for Creative Cloud Licenses support services. The contract will consist of a base year plus four (4) option years, contingent upon successful past performance and funding availability, with a total estimated value of approximately $491,091.12. Teaching Strategies, LLC is the sole owner and distributor of the proprietary Creative Curriculum® Cloud platform, which is fully integrated into FACE prekindergarten instructional standards, teacher certification alignment, classroom implementation guidance, and performance monitoring systems. The justification for sole sourcing cites the proprietary and trademark-protected nature of the curriculum, the specialized training of FACE educators on this specific framework, and the operational disruption and costs that would result from transitioning to an alternative curriculum.

The NAICS code for this acquisition is 611710. No competitive solicitation is being issued, and technical questions will not be answered. Firms that believe BIE should not pursue this procurement may submit a capability statement and pricing information by 4:00 p.m. Central Time on February 21, 2026. Inquiries should be directed to M. Nahlee, Contract Specialist, at michelle.nahlee@bia.gov. The incumbent contractor has demonstrated successful performance under the current contract and is the intended sole source recipient.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.

THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.

The Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with Teaching Strategies, LLC for a follow-on for the Creative Cloud Licenses support services under the authority of the Simplified Procedures for Certain Commercial Products and Commercial Services as implemented by FAR 13.501(a)(1)(ii).

The Government anticipates the award of a contract consisting of a base year plus four

(4) option years by the Government subject to successful past performance and the availability of current year funding. The total estimated dollar value is approximately $491,091.12.

Teaching Strategies, LLC is the sole owner and distributor of the Creative Curriculum® Cloud platform. The curriculum and associated digital materials are proprietary, copyrighted, and trademark protected, and no third-party vendors are authorized to distribute or license this product. Creative Curriculum® Cloud is fully integrated into FACE prekindergarten instructional standards, teacher certification alignment, classroom implementation guidance, and performance monitoring systems. FACE educators have been trained specifically on this curriculum framework, and program oversight tools are aligned to its structure. Transitioning to an alternative curriculum would disrupt classroom instruction, require retraining of staff, necessitate revisions to monitoring and technical assistance tools, interrupt established data tracking processes, and create additional administrative and financial burden to the Government. No other source can legally provide access to this proprietary curriculum platform.

The incumbent contractor, and intended sole source recipient, has proven successful under the current contract.

No solicitation is available, and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 611710. If a firm believes that BIE should not pursue this procurement, it should submit a capability statement and pricing information for the requirement by 4pm CT on February 21, 2026. Please contact M.
