Special Notice: Notice of Intent to Award a Sole-Source Bridge Contract

Subject: Notice of Intent to Award a Sole-Source Bridge Contract for Technical Surveillance Countermeasures (TSCM) Services

This notice is not a solicitation or a request for competitive quotes or proposals.

Classification Code: R499 – Support- Professional: Other

NAICS Code: 561621 – Security Systems Services (Except Locksmiths) Solicitation Number: N/A Response Date: July 23, 2026

1. Description of Action

The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services, intends to award a sole-source bridge contract to the incumbent contractor, Olgoonik Solutions, LLC (2677 Prosperity Avenue, Fairfax, VA 22031), on a non-competitive basis to ensure the uninterrupted continuation of critical Technical Surveillance Countermeasures (TSCM) services.

2. Authority for Non-Competitive Action

The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

3. Background and Purpose

The current contract with Olgoonik Solutions, LLC for TSCM services is scheduled to expire on November 2, 2026.

TSCM services are highly specialized security operations critical to safeguarding national security, proprietary government data, and federal facilities from unauthorized technical surveillance. A lapse in these services would result in immediate vulnerability to government operations and unmitigated security risks.

To prevent a gap in coverage while the successor long-term competitive contract is finalized and awarded, the government requires a bridge contract. Olgoonik Solutions, LLC is the only source capable of providing immediate, uninterrupted continuity of these highly specialized services without a costly and lengthy transition period that would compromise sensitive security protocols.

4. Period of Performance

The contemplated bridge contract will include a limited period of performance, which will be six (6) months from November 3, 2026, through May 2, 2027, with the possibility of additional two, three-month option periods to ensure flexible coverage until the competitive follow-on contract is fully transitioned and operational. Additionally, the Option to Extend Services under FAR RFO 52.217-8 will also be included.

5. Submission of Capability Statements

This publication is not a request for competitive proposals. No solicitation package is available. However, interested parties may identify their interest and capability to respond to the requirement.

Any firm that believes it can provide the required highly specialized TSCM services without causing a lapse in vital operations may submit a capability statement. Capability statements must be submitted in writing and must include:

• Company name, address, point of contact, and UEI number.

• Business size status under NAICS 561621 – Security Systems Services (Except Locksmiths).

• A detailed technical description of the firm’s capability to perform TSCM services immediately upon contract initiation (November 3, 2026), including evidence of required clearances, technical certifications, and experienced personnel.

• A summary of past performance of similar size, scope, and complexity.

Capability statements must be received by the Contracting Officer no later than 5:00 PM EST on July 23, 2026. Submissions must be sent via email to: bryan.bentley@hq.doe.gov.

This is not a request for proposals. It is an informational posting to notify the public. The Government will not be responsible for any costs associated with the preparation of responses to this notification. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

*NO TELEPHONE REQUESTS WILL BE ACCEPTED.

**NO ACKNOWLEDGEMENTS OF RESPONSES WILL BE PROVIDED BY THE GOVERNMENT.
