About this file
This document is a Notice of Intent to Award issued by the Michigan Department of Corrections, specifically for a procurement opportunity (RFP 25000002551) to acquire outsole blockers for Michigan State Industries (MSI). The Request for Proposal was initially posted on SIGMA VSS on Wednesday, June 27, 2025, with a revised due date of Wednesday, August 6, 2025. The contract term is one year, with provisions for up to six additional one-year renewal options. Only one bidder, Soletech, Inc. from Nahant, Massachusetts, submitted a proposal by the deadline.
The award recommendation is for Soletech, Inc. at a total bid amount of $238,334.00, based on their technically superior proposal that scored 98 out of 100 points. The evaluation was conducted by a Joint Evaluation Committee comprising six members from the Department of Corrections, who assessed the proposal across multiple technical criteria including statement of work sections and vendor questions. While Soletech was not a Service-Disabled Veteran Owned Business (SDVOB), they were determined to provide the best value to the State of Michigan. No second-round pricing was requested, and economic impact was reviewed but not found to be a significant factor in the award determination.
