About this file
This is a Notice of Intent to Award from the Michigan Department of Corrections (MDOC) for Request for Proposal (RFP) 250000001853 soliciting Community Residential Services. The RFP was posted on SIGMA VSS on April 4, 2025, with a revised due date of May 2, 2025. Three bidders submitted proposals: Completion House dba Turning Point Recovery Centers, Elmhurst Home, Inc., and Huron House Incorporated. The contract term is five years with up to five one-year renewal options. All three bidders were evaluated and scored 100/100 on technical criteria, meeting the minimum requirements for the RFP.
The MDOC recommends a split award totaling $5,210,000.00, with Completion House receiving $2,854,100.00, Elmhurst Home receiving $418,100.00, and Huron House receiving $1,937,800.00. Pricing was not negotiated due to per diem and intake assessment rates being capped by the State Legislature. The award amounts are based on MDOC estimates for average daily populations, and funding is subject to program utilization and availability of state funds. No service-disabled veteran-owned businesses (SDVOB) were part of the awarded vendors, and economic impact was not a significant factor in the bid evaluation.
