About this file
This is a Notice of Intent to Award document from the Michigan Department of Corrections (MDOC) for Request for Proposal (RFP) 250000000541 soliciting Community Residential Services. The RFP was posted on January 6, 2025, with a revised due date of February 24, 2025, and seeks contractors to provide residential services. Eleven bidders submitted proposals, with ten ultimately recommended for a split award. The contract term is five years with up to five additional one-year renewal options. The evaluation process involved a Joint Evaluation Committee that assessed proposals based on technical criteria, including a Statement of Work and Vendor Questions Worksheet, with proposals needing to score 80 or more points to be considered for award.
The total contract value is $62,667,300, distributed across ten vendors with varying award amounts ranging from $1,016,300 to $21,828,000. Pricing was not negotiated due to per diem and intake assessment rates being capped by State Legislature. Funding is subject to program utilization and availability of state funds. One vendor, Riann Ryelee Foundation, was disqualified after a site visit revealed unsatisfactory conditions and inconclusive reference checks. The award recommendation is based on responsiveness, responsibility, and providing the best value to the State of Michigan, with economic impact not being a significant factor in the evaluation.
