About this file

This is a Notice of Intent to Award issued by Lane County, Oregon for electronics recycling services. The county solicited proposals through an RFP released on April 21, 2022, to secure a vendor capable of receiving, processing, recycling, and marketing Covered Electronic Devices collected at nine county transfer sites. The procurement encompasses approximately 250 tons of electronic waste generated annually across the transfer stations. Proposals were due by 5:00 p.m. on May 6, 2022. The selected vendor will provide services under a three-year contract term spanning July 1, 2022, through June 30, 2025. Evaluation criteria include vendor experience, available resources, proposed service methodology, and pricing structure. The winning vendor must participate in the Electronic Manufacturers Recycling Management (MRM) program and complete the Oregon Department of Environmental Quality's annual Material Recovery Survey.

The payment structure will utilize a per-unit cost model based on the type of electronic equipment collected, though specific budget ranges or total contract value were not disclosed in the available documentation. Lane County has expressed a preference for vendors that prioritize equipment reuse over traditional recycling methods. No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the RFP documentation. The contract documentation does not identify incumbent vendors or detail existing infrastructure requirements. The selected contractor will manage the entire electronics recycling process, from collection through processing and marketing of recovered materials, establishing a significant presence in Lane County's waste management operations with potential for ongoing engagement based on performance and compliance with specified requirements.
