In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

Goals: This National Park Service Chesapeake Office (NPS Chesapeake) award supports these particular public purposes: (1) the project assists in the creation, promotion, facilitation, and/or improvement of the public’s understanding of natural, cultural, historic, recreational and other aspects of areas such as ecological conservation areas, and state and local parks; and (2) the information, products and/or services identified or developed by this project will be shared through a variety of strategies to increase public awareness, knowledge and support for historic preservation and stewardship of the nation’s cultural and historical heritage. Specifically, the award achieves these two purposes through: a) training of watermen and women, outfitters, guides and other water-based “story-tellers” who are interested in expanding their roles and businesses to more deeply engage customers in the Chesapeake Bay experience and improve the public's understanding and use of the Chesapeake's natural, cultural, historic, and recreational areas; (b) development of content to showcase experiences offered by the newly trained storytellers and others at the Chesapeake’s public lands, water trails, lighthouses, and other iconic locations; these will be shared through a variety of strategies to increase public awareness, knowledge and support of the nation's cultural and historical heritage through on-line media at www.visitmaryland.com and www.findyourchesapeake.com, print materials distributed through scores of participating Chesapeake sites and Maryland Tourism, and, through Maryland matching funds, placement of sponsored content to attract visitors to Chesapeake sites.
PP: This award specifically supports the Secretarial priority of providing “access to outdoor recreation opportunities” by enhancing and promoting access to the Chesapeake Bay, its tributary rivers and its cultural and natural history through recreational access, recreational experiences, and recreational learning. In doing so, this supports additional priorities of "fostering relationships with conservation organizations advocating for balanced stewardship and use of public lands" and "shifting the balance towards providing greater public access to public lands over restrictions to access." Moreover, the collaborative effort coordinated by this project among local, state, and Federal parks and refuges and private sector sites to enhance and promote access supports the priorities of: "being a better neighbor with those closest to our resources by improving dialogue and relationships with persons and entities bordering our lands" and "expanding the lines of communication with Governors, state natural resource offices, Fish and Wildlife offices, water authorities, county commissioners, Tribes, and local communities."

This project brings greater public attention and increasing access to and use of a multitude of parks, wildlife refuges, recreation sites, historic and cultural sites and other Chesapeake resources managed by Federal, state and local agencies and the private sector.

Overview: The Maryland Office of Tourism Development has been and will continue to be a key partner in efforts to advance public access to outdoor recreation and ultimately stimulate stewardship of Chesapeake resources, key goals of the agreement and mission objectives for both organizations. The NPS Chesapeake has assigned responsibilities in support of the 2014 Chesapeake Bay Watershed Agreement, most specifically the goals to foster and expand citizen stewardship and increase public access to the Bay and its tributaries. Further, NPS administers the Captain John Smith Chesapeake and Star-Spangled Banner national historic trails and other national trails within the Chesapeake region. Thus this project has the ancillary benefit of helping NPS fulfill operational responsibilities related to the Chesapeake Bay Watershed Agreement and the national trails of the Chesapeake.
Recipient: Maryland Office of Tourism Development
Sub Involv: 1. Authorize National Park Service employees to support the efforts of the partnership in close consultation with Maryland Office of Tourism Development (MOTD) to ensure all activities outlined in this agreement and subsequent Task Agreements are mutually agreeable.

2. Work with MOTD to identify and implement projects that advance efforts to implement the 2014 Chesapeake Bay Watershed Agreement and The Chesapeake Bay Initiative Act of 1998 in the state of Maryland and the Chesapeake Bay watershed.

3. Work with MOTD to consider ways to promote access to outdoor recreation on the Chesapeake Bay and its tributaries through training, content development, marketing and other mechanisms as may be determined.

4. Work closely with MOTD staff to ensure that cooperative projects are in compliance with all federal regulations, policies and procedures and are consistent with NPS policies, standards, guidelines, and priorities.

5. Maintain regular communication with MOTD staff to ensure that cooperative work is implemented effectively and that any issues are identified and readily addressed.

6. Assist MOTD in establishing new relationships and capitalizing on existing relationships with Chesapeake Bay regional partner organizations and local and state governments.

8. Work with MOTD in planning development of print, video and on-line content, and provide guidance on existing content.

C. The Cooperator and NPS jointly agree to:

1. Consult at least annually on opportunities for coordination and agreement implementation.

2. Create opportunities for partner and community collaboration.

3. Consider supplementary agreements that may be needed to fulfill the purpose of this Agreement.

D. The project and other activities pursuant to this Agreement will be individually authorized by separate NPS task agreements, with each project or activity having a separate statement of work and budget developed cooperatively between the NPS and Recipient.

Justification: The Maryland Office of Tourism Development is uniquely qualified to carry out this project to increase access to outdoor recreation of the Chesapeake Bay and its tributaries through training, content development, and marketing of scores of Chesapeake Bay parks, refuges, trails, and cultural site.

The Maryland Office of Tourism Development, within the Division of Tourism, Film, and the Arts in Maryland Department of Commerce, is the state;s official tourism agency. The work of the Office of Tourism Development is guided and supported by hospitality industry leadership under the gubernatorially appointed Maryland Tourism Board executives representing lodging, retail, transportation, food service, and attractions, and six members of Maryland's General Assembly. By General Assembly authority, the Board has broad policy powers to guide the direction of all activities necessary to develop and market the State as a destination.
