National Park Service Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable. The justification must address one of the following criteria.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

Goals: The project goals are to engage diverse audiences in public educational, recreational and stewardship opportunities along the Anacostia River in the DC metro area. The project scope of work encompasses two objectives:

(1) Guided, interpretative pontoon and canoe tours of the Anacostia portion of the Chesapeake National Historic Trail for 2,000 youth and adults.

By providing boat tours of the Anacostia portion of the Chesapeake National Historic Trail, Anacostia Watershed Society will increase residents’ awareness of the river trail, its recreational assets and history, threats to its health, and ways to help protect and steward it. By developing a series of scripts targeted to specific audiences and operating approximately 100 boat tours between April and October, Anacostia Watershed Society will teach students, teachers, and the general public about the Anacostia River, its natural and social history, the effects of land use and human impacts on the river’s health, and projects and initiatives completed or planned to protect and restore the river.

(2) Meaningful watershed education experiences for 300 elementary students participating in our pilot freshwater mussel restoration program.

The project will help lay the groundwork for future mussel restoration efforts by determining habitat suitability, and thus, the feasibility of further mussel propagation efforts. More than 7,000 mussels will be grown in floating fish spawning baskets and fish tanks in classrooms with participating schools. This program will be the first attempt at restoring mussels in the Anacostia River and aligns with the aquatic resources restoration goals of the Chesapeake Bay Watershed Agreement, the Anacostia River Watershed Restoration Plan, and the DC Wildlife Action Plan. The project will use freshwater mussels as bioindicators as well as a lens through which the public can learn about the history of the Chesapeake Bay and understand the broader issues of clean water, pollution, and urban biodiversity conservation.

PP: This National Park Service Chesapeake Office (NPS Chesapeake) financial assistance award supports these particular public purposes:

• The project engages recipients, partners, communities, and/or visitors in shared environmental stewardship.

• The information, products and/or services identified or developed by this project will be shared through a variety of strategies to increase public awareness, knowledge and support for historic preservation and stewardship of the nation’s cultural and historical heritage.

• The project motivates its youth participants to become involved in the natural, cultural and /or historical resource protection of their communities and beyond.

• The project assists in the creation, promotion, facilitation, and/or improvement of the public’s understanding of natural, cultural, historic, recreational and other aspects of areas such as ecological conservation areas, and state and local parks.

Overview: The National Park Service Chesapeake Office (NPS Chesapeake) financial assistance program is authorized by the Chesapeake Bay Initiative Act of 1998 (P.L. 105-312, Sections 501-2) to: (1) identify, conserve, restore, and interpret natural, recreational, historical, and cultural resources within the Chesapeake Bay Watershed; (2) identify and utilize the collective resources sites for enhancing public education of and access to the Chesapeake Bay; (3) link sites with trails, tour roads, scenic byways, and other connections; (4) develop and establish watertrails comprising water routes and connections to sites and other land resources within the Chesapeake Bay Watershed; and (5) create a network of sites and watertrails. All NPS Chesapeake financial assistance awards support one or more of the public purposes specified in the Chesapeake Bay Initiative Act. In doing so projects also contribute to the overall Chesapeake Bay watershed conservation and restoration objectives of the 2014 Chesapeake Bay Watershed Agreement—in particular the objectives of fostering public stewardship, promoting and increasing public access, and conserving lands of highest value for hunting, fishing, wildlife and maintaining water quality. Additionally, projects advance development of the partnership-based Captain John Smith Chesapeake National Historic Trail—created through the National Trails System Act (Public Law 90-543, as amended).
Recipient: Anacostia Watershed Society
Sub Involv: 1. Authorize NPS employees to support the efforts of the partnership in close consultation with AWS to ensure all activities outlined in this agreement and subsequent Task Agreements are mutually agreeable.

2. Work with AWS to identify and implement projects that advance efforts to implement the 2014 Chesapeake Bay Watershed Agreement, the Executive Order 13508 for Chesapeake Bay Watershed Protection and Restoration, and The Chesapeake Bay Initiative Act of 1998 in the Anacostia watershed.

3. Work with AWS to consider ways that the national trail designations—Captain John Smith Chesapeake NHT, Potomac Heritage NST and Star-Spangled Banner NHT—can complement AWS activities.

4. Work closely with AWS staff to ensure that cooperative projects are in compliance with all federal regulations, policies and procedures and are consistent with NPS policies, standards, guidelines, and priorities.

5. Maintain regular communication with AWS staff to ensure that cooperative work is implemented effectively and that any issues are identified and readily addressed.

6. Assist AWS in establishing new relationships and capitalizing on existing relationships with Anacostia area partner organizations and local and state governments.

C. The Recipient and NPS jointly agree to:

1. Consult at least annually on opportunities for coordination and agreement implementation.

2. Create opportunities for partner and community collaboration.

3. Consider supplementary agreements to fulfill the purpose of this Agreement.

D. The project and other activities pursuant to this Agreement will be individually authorized by separate NPS task agreements, with each project or activity having a separate statement of work and budget developed cooperatively between the NPS and Recipient.

Justification: The recipient has a geographically focused mission aligned with that of the NPS, is located in the area with which the project is occurring, has an established track record in providing recreation and recreational learning opportunities on the river and in the DC metro area, and a record of success in collaborating with the NPS on previous public educational, recreational, and stewardship projects. This geographic and mission focus makes the recipient uniquely qualified for future collaborative efforts within NPS for the purpose of engaging diverse audiences in public educational, recreational, and stewardship opportunities along the Anacostia River.
